We are seeking a Program Finance Manager to be responsible for overseeing financial planning budgeting and control processes for large scale programs. This role ensures that program activities align with financial objectives regulatory requirements and organizational goals. The specialist project provides financial analysis reporting and support to facilitate effective decision-making and program execution This role will complete financial tasks while performing program financial analysis invoice coordination and submission funding planning Estimates at Completion (EACs) forecasting CDRL deliverables support spend plan updates/maintenance billing and unbilled reconciliations and other ad hoc reporting to management customers and subcontractors.
Position requires an active TS/SCI with polygraph level citizenship is required.
Duties/Responsibilities:
- Develop and maintain comprehensive financial plans and budgets for assigned programs.
- Monitor and control program expenditures to ensure adherence to approved budgets.
- Conduct financial analysis and variance analysis to identify trends risks and opportunities.
- Prepare financial reports and presentations for program management and stakeholders.
- Coordinate with project managers finance teams and other departments to ensure accurate financial data.
- Ensure compliance with organizational policies procedures and regulatory requirements.
- Support the financial aspects of program planning scheduling and risk management.
- Assist in audits and financial reviews related to program activities.
- Implement and improve financial control processes and tools for program management.
- Coordinate with Contracts Manager to analyze and audit various funding sources to ensure prime contract modification accuracy
- Provide Contracts Manager with funding data for subcontract modifications
- Coordinate with Contract Manager in the assignment of charge codes to team
- Process submit reconcile and trackprime invoices invoice backup support financial deliverables and reports through completion
- Review subcontractor invoices and expenses
- Review performer Travel Expense Reports prior to reimbursement and/or invoice submission for compliance with organization policy and travel regulations
- Assist in the generation of proposal responses
- Provide financial data to the Contract Manager to coordinate subcontractor rate negotiations
- Support financial team by adjusting month and quarter-end entries
Required Skills:
- Strong communication skills
- Team player good interpersonal skills and strong work ethic
- Ability to work collaboratively in a fast-paced environment
- Strong analytical problem-solving and organizational skills.
- Proven experience in financial planning analysis and control preferably in program or project management
- Excellent organizational and time management skills with attention to deadlines
- Seven (7) years Program Control/Accounting/Financial Analyst experience.
- Proficient in Microsoft Excel
Desired Skills
- Experience in Unanet Accounting software
- Government Contracting Experience (FAR Cost Accounting JTR FTR)
Education
Relevant degree such as Bachelors Degree in Accounting Finance Business or Economics preferred
