Job Summary

Post Context/Post Summary

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework employing a multi-domain and multi-region focus to create a 360-degree approach with the flexibility to enable upon direction a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports the Supreme Allied Commander Europe (SACEUR) in fulfilling his terms of reference as directed by the North Atlantic Council.

The Management Directorate (MGT) primary focus is to provide all the necessary staffing and real-life support functions to enable SHAPE to deliver its critical outputs as a Strategic Military HQ. The Directorate acts as the HQs conduit to member nations (through NMRs) and to host nation authorities.

The Base Support Group (BSG) ensures an adequate infrastructure exists to support the operational requirements of all NATO and NATO related entities located within the SHAPE campus.

The Infrastructure Storage and Supply Branch (ISS) is responsible for contributing to and implementing policy plans concepts guidance control analysis and procedures related with engineering and maintenance functions logistics support including transportation for SHAPE base/installation in coordination with Host Nation (HN).

The Infrastructure Management Section (IM) is responsible for master infrastructure planning devising and implementing management policies for the receipt processing and completion of all construction maintenance repairs and alterations to SHAPE installations and support facilities and liaising with the Host Nation (HN).

The Works Coordination and Inspection (WCI) Cell is responsible for management of maintenance projects.

Principal Duties

The incumbents duties are:

1. Undertake the duties of a Senior Project Manager for construction biased projects and delivery of multi-disciplinary projects working with the other ISS WCI Project Managers Contract Officers Technical Representative Host Nation NATO Agencies and others to deliver successful projects.

2. Principal responsible for identification development submission of NATO Security Investment Programmes (NSIP) infrastructure projects requested through ISS WCI. Management of NSIP infrastructure projects when SHAPE is designated as Host Nation (HN).

3. Conduct stakeholder management; identifying influencing and communicating with those who have an interest or role to play in a project and with those who are impacted as a result. Partnering with key stakeholders to develop the technical requirement the scope of work project planning the procurement and delivery strategy in order to plan execute and deliver successful projects

4. Responsible for the coordination and verification of all technical aspects of engineering operations pertaining to maintenance repair construction and all other services provided by the Host Nation (HN) and/or external contractors.

5. Maintain contacts with internal and external staff elements on matters related to engineer works services.

6. Develop analyse and approve all technical aspects of the Statements of Requirements (SOR) for multidisciplinary infrastructure projects in close liaison with the requestor.

7. Ensure that the latest HN legislation in reflected in the SORs for infrastructure.

8. Through industry engagement innovate to develop technical designs and specifications based on modern and standard accepted practices whilst assuring compliance with European and NATO standards.

9. Review analyze and negotiate all elements of external contractors design and delivery proposals to ensure technical compliance and acceptable delivery schedules.

10. Constant liaison and communication with the customer/client and key stakeholders throughout all phases of a project.

11. Manage & inspect construction works projects for progress compliance safety cost-saving change procedures milestone payments provisional and final acceptance of all works at project completion.

12. Ensure that all SHAPE directives and policies concerning standard construction practices and health and safety requirements are being implemented.

13. Study reports prepared by external agencies (Consultants architects civil engineers etc.) and provide analysis.

14. Advise command on technical issues related to the planning and execution of multi-disciplinary projects.

15. Coordinate with other ISS Branch technicians and external contractors on project execution and integration.

16. Undertake continuous personal professional development to maintain and enhance project management key skills and experience.

Special Requirements and Additional Duties

The incumbent may be required to undertake deployments in support of military operations and exercises and/or TDY assignments both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

Essential Qualifications

A. Professional/Experience

1. Proven experience in all aspects of multi-discipline infrastructure projects including: construction of buildings roads and associated ancillary services.

2. Experience to include 2 years in a supervisory role for construction work.

3. Familiarity with EU and HN civil engineering standards and construction practices.

4. Experience in the project management of projects requiring multi-disciplinary coordination.

5. Experience in establishing cost estimates.

6. A minimum of four years experience in similar management role with responsibility for the maintenance and upkeep of a large infrastructure complex.

7. A minimum of four years experience in construction management and planning and programming of large infrastructure projects.

8. Wide experience in completing infrastructure projects in predetermined time schedules and budget.

9. High level of organizational coordination and communication skills.

10. Must have extensive experience in working with contractors and associated financial contract management.

B. Education/Training

University Degree in management information systems accounting economics finance business administration public administration operations research project management or related discipline and 4 years post related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 7 years post related.

Desirable Qualifications

A. Professional Experience

1. Proven experience in Project Management.

2. Familiarity with Belgian civil engineering standards and construction practices.

3. Basic technical knowledge of facility-related electrical and mechanical construction works.

4. Experience working in or with international organisations.

5. Knowledge of infrastructure and civil engineering installations at SHAPE Headquarters.

6. Familiarity with Health and Safety practices and regulations.

B. Education/Training

1. Master degree in architecture engineering or related field.

2. PRINCE2 certificate or similar.

3. Resources Management Education Program (RMEP) Course.

C. Language

Attributes/Competencies

Personal Attributes: The candidate needs to display critical thinking and managerial skills in order to provide insightful inputs in its daily activities.

The candidate should be able to see infrastructural requirements in a holistic view and identify areas that might be affected . security budget contracting space management.

The candidate should be able to be both leader and part of a team of SMEs have good communication skills and be able to act in diplomatic way to adequately set priorities while respecting the complexities of the projects and other stakeholders position.

Professional Contacts: The incumbent will be required to be in touch with POCs/SMEs from different SHAPE Divisions and Branches National Elements BEL MOD NSPA NCIA and other NATO entities and agencies.

Contribution to Objectives: The post is directly in support of the execution of NATO 2030 mandate by managing all infrastructure requirements derivated from the development of SHAPE towards a Warfighting HQ.

This post will contribute to the physical transformation of SHAPE and to the creation of new office spaces for the new elements to be located in the compound.

REMARKS:

Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post which may be augmented by allowances based on the selected staff members eligibility and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
