Job Duties

The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Behavioral Health Operations Specialist in the Behavioral Health Services Division.

Job responsibilities will include but are not limited to:

This position provides expertise and consultation for Medicaid-funded childrens behavioral health programs and services under both Fee-for-Service (FFS) and Managed Care Organization (MCO) contracts.

As a subject matter expert the role supports policy research and development delivers trainings and provides technical assistance to providers MCO health plans the FFS Service Authorization Contractor (Acentra Health) and Medicaid Enterprise System (MES) vendors.

The position ensures compliance with federal and state regulations assists with developing testing and implementing new initiatives and contributes to data analysis and member care coordination.

The position also supports other behavioral health and division projects as assigned.

The business needs for this position have office requirements to include but not limited to team meetings training supervision and collaborative tasks that are best conducted face-to face and to ensure availability for confidential discussions and to represent the agency during scheduled meetings with internal and external stakeholders.

Minimum Qualifications

Competitive candidates will meet these minimum qualifications:

Considerable experience in initiating drafting and submitting Medicaid System Requests (MSR) to implement program and system changes.

Considerable experience developing and conducting training and providing technical assistance.

Considerable experience assessing coordinating and monitoring services within health and social services systems.

Considerable knowledge of behavioral health and social service needs of children individuals with disabilities and others with special healthcare needs.

Considerable experience using computers database management systems Microsoft Office Suite (Word Excel PowerPoint Outlook).

Considerable experience in analyzing interpreting and applying federal/state laws regulations and Medicaid policy.

Considerable experience managing multiple priorities and meeting deadlines.

Experience communicating and collaborating with internal and external stakeholders.

Considerable experience reviewing identifying and evaluating program requirements.

Experience developing and executing test cases to support the implementation of new initiatives and system changes.

Additional Considerations

Competitive candidates should meet these additional considerations:

Experience with Project Management and/or Contract Management.

Experience with prior Virginia Medicaid Information System (VaMMIS) and Medicaid Enterprise System (MES) experience.

Experience with medical terminology and behavioral health clinical services.

Considerable leading project management teams and stakeholder groups.
