Description of Job

The Colorado Department of Corrections (CDOC) Division of Adult Parole provides public safety by managing inmates transitioning to the community through an array of supervision strategies interventions and re-entry services that instill pro-social behaviors that promote successful outcomes. We are recruiting for a dynamic leader to direct the Division of Adult Parole. This position will travel extensively across the state and occasionally out of state.

This position is non-classified not governed by the state personnel system which is a performance-based pay plan reserved for senior-level management positions responsible for relatively large or important segments of a principal department.

This position exists to direct and manage operations of the Division of Adult Parole. This includes direction and management of the Departments community-based supervision programs Intensive Supervision Inmate Intensive Supervision Parole Regular Parole the pre-release program located in 20 DOC prison
facilities and re-entry specialists located throughout the state.

Specific duties include but are not limited to:
  • Management and oversight for a statewidemultiple programoperationthat includes Adult Parole and Community Re-entry services;
  • Direct and coordinate the divisions financial and budget activitiesin order to increase efficiencies and effectiveness;
  • Analyze operations to evaluate performance and determine areas of program improvement or policy change;
  • Direct plan and implement policies and programs to ensure continuous quality management while increasing effectiveness and efficiencies;
  • Direct human resource activities including selection of top talent and resolves disputes;
  • Develop and implement policies procedures and regulations and establish progressive goals and objectives; provide management and direction to professional level staff;
  • Function within broad departmental guidelines ensuring compliance with all applicable laws legal actions and orders which requires strong inter-agency working relationships with state agencies federal state county local private and military law enforcement authorities; fulfill requirements of legal actions and life safety; progressively collaborate with internal and external constituents legislative officials governmental and non-governmental support agencies;
  • Oversight of the interstate compact program for parolees;
  • Develop and implement the strategic planning process for the Division of Adult Parole;
  • Testify before legislative committees as an expert in current parole trends and issues;
  • Understand develop and implement performance based outcome measures managing effective operations while ensuring performance measures are met;
  • Identify areas for improved efficiencies and establish methods to implement and measure efficient improvement strategies;
  • Understand and treat the public staff inmates and parolees with professional respect and dignity through all interactions;
  • Other duties as assigned.

EDUCATION: Graduation from an accredited college or university with a bachelors degree. (Unofficial college transcripts must be uploaded with this application to be considered. Transcripts must include your name college name degree and date conferred in order to receive credit).

EXPERIENCE: Six (6) years of progressively responsible *professional
senior-level management experience in or directly adjacent to a parole or probation program community corrections or correctional institution. This experience must have included the following:
  • Two years of managing through subordinate supervisors;
  • Two years of professional public or business administration that includes establishing organizational structure developing strategic work plans budget development and control setting goals and objectives to achieve program results and fostering a team environment.

Substitutions:
  • A combination of work experience which provided the same kind amount and level of knowledge acquired in the required education may be substituted on a year-for-year basis for the bachelors degree.
  • A masters or doctorate degree from an accredited college or university in a field of study as listed above may be substituted for the bachelors degree and on a year-for-year basis of general experience.

*Professional work experienceis defined as work that involves exercising discretion analytical skill judgment and personal accountability and responsibility for creating developing integrating applying and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelors or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore extend and use additional discoveries interpretations and application and to improve data materials equipment applications and methods.

  • Ability to effectively communicate fluently in English both verbally and in writing;

Preferred Qualifications:
  • Senior-level management experience within a criminal justice community corrections or correctional environment;
  • Experience managing and directing a governmental correctional organization which includes the ability to develop proven inter-agency relationships with state federal and local agencies;
  • Experience and the ability to testify as an expert of current parole trends and issues;
  • Knowledge and experience of federal state and local statutes rules and regulations related to parole and community inmate aftercare programs;
  • Knowledge and experience of federal and state laws related to the parolee and inmate rights due process ACA and ADAAA standards and state statutes as they relate to corrections fiscal and personnel rules;
  • Knowledge and experience with an interstate compact program.

  • Possess the physical ability to successfully complete Defensive Tactics

    • Lift arms above head and kick as high as own waist

    • Stabilize another person to accomplish a controlled take down

    • Use arms palms of hands shins and feet to deliver blows

    • Withstand impact (slow speed or with a safety bag) on own body from strikes/blows

    • Swing a baton in a striking technique

    • Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic;

    • Get down on one or both knees and up again with multiple repetitions

  • Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment

  • Must be able to see and hear in order to observe address and respond to potential breaches in safety and security

  • Seize hold control or subdue violent or assaultive persons and defend oneself or others to prevent injury

  • Demonstrate body agility strength of all four limbs and the ability to walk and climb stairs consistently

  • Work in situations involving assaultive behavior physical control of another person and/or restraint situations

  • Deal with individuals with a range of moods and behaviors utilizing tactfulness and a congenial personable manner

  • Work with people of the opposite sex diverse racial ethnic groups mentally ill and emotionally disturbed offenders

  • Communicate by talking listening and/or signaling people to convey or exchange information assignments

  • Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings

  • Willing and able to travel

  • Willing and able to work various shifts days afternoons graveyards (nights) which includes a rotating shift schedule

  • TB (tuberculosis) screening is required of all new employees upon hire


Successful completion of a background investigation is required. Should applicants background reveal criminal charges it shall be the responsibility of the applicant to provide the Department of Corrections with written/official disposition of any charges.


The CDOC is committed to a work environment free from illegal drugs and alcohol.
