The Operator Distribution supports the operation and maintenance of potable and non-potable water distribution systems and infrastructure including pipelines pumping stations groundwater wells storage tanks and treatment facilities. Under close to general supervision depending on level assists with routine and corrective maintenance tasks learns to use telemetry and control systems and develops proficiency in field operations. This is a training and developmental classification series and individuals advance to the next level upon meeting the required certifications and demonstrating the necessary knowledge experience and competency for the higher classification.
The Distribution System Operator performs a wide variety of semi-skilled and skilled tasks in the operation and maintenance of water distribution infrastructure for potable and non-potable systems including water lines pressure reducing stations pumping plants groundwater wells storage tanks treatment facilities and related equipment; routinely uses telemetry equipment and computer systems to ensure distribution system operability.
The ideal candidate thrives in a dynamic environment and is skilled in conducting regulatory water system verifications to ensure the proper operation of water distribution systems. They are adept at troubleshooting and diagnosing operational issues determining appropriate corrective actions and implementing effective solutions. This individual possesses a strong understanding of water quality sampling and testing procedures including chlorine residuals pH turbidity and bacteriological analyses. They demonstrate proficiency in performing mathematical calculations maintaining accurate records and communicating clearly and effectively both verbally and in writing. The candidate works collaboratively with the public and partner agencies to address water quality concerns metering issues service disruptions leak investigations and enforce water conservation measures. This role requires flexibility including regular weekend and holiday shifts as well as availability to work nights and respond to emergencies with overtime as needed.

This position requires a California State Water Resources Control Board (CSWRCB) Distribution Operator certification. The hourly salary ranges from $32.82 to $52.46 depending on the certification(s) held by the incumbent. Possession of Grade D2 certification or higher is highly desirable.
Salary Ranges by Certification:
- D1 Certification - Range 130:
$32.82 - $39.93/hour - D2 and T1 Certification - Range 135:
$34.93 - $42.48/hour - D3 Certification - Range 140:
$37.21 - $45.19/hour
Advanced Salary Ranges (After D3):
Upon obtaining a D3 Certification incumbents may qualify for advanced salary ranges (143 152 $38.59 - $52.46/hour) based on possession of additional qualifying licenses and certifications. Advancement within these ranges is determined by the number and type of additional certifications held.
Qualifying Additional Licenses and Certifications:
- CSWRCB Distribution Operator Grade Level D-4
- CSWRCB Treatment Operator Grade Level T-2
- American Water Works Association (AWWA) Backflow Prevention Assembly General Tester Certificate

- Path 2: Obtain Distribution Operator Grade D3 and Treatment Operator Grade T1 within two (2) years of appointment.

- Graduation from high school or equivalent.
Licenses and Certifications

- Must possess and maintain a Grade Level 3 Distribution Operator Certificate (D3) by the California State Water Resources Control Board.
