Overview
Develop coordinate and execute security objectives for personnel and physical security issues. These actions include but are not limited to all administrative processing and monitoring of personnel Security Clearances using Defense Information Security System (DISS) update and maintain Security Information Management System (SIMS). Document control processes including accountability container management using SIMS marking sending receiving and proper storage of all media. Participate in security-related assessments and evaluations and review and track Security related processes. Interact with appropriate Government personnel to achieve appropriate clearance actions. Support industrial personal and physical security programs and applications. Create training aides and provide security briefings to personnel.
The Industrial Security Specialist is responsible for maintaining company security policies. Must possess a broad knowledge of the National Industrial Security Program rules regulations and procedures. Performs a variety of security related tasks. Will report to the FSO and/or Security Manager on all tasks and interface with the Defense Counterintelligence and Security Agency (DCSA) on security clearance matters rulings and interpretations of the National Industrial Security Program Operating Manual (NISPOM) and execution of all assigned classified contracts.
Responsibilities
Review coordinate and publish (amend as needed) security program governance documentation e.g. policies procedures and Standard Practice Procedures (SPP) manuals
Maintenance of FCL documentation in the National Industrial Security System (NISS)
Process incoming and outgoing visit authorizations for personnel assigned to contracts that require cleared access
Validate the personnel security clearance of new personnel. If required initiate action for the proper investigation to be conducted.
Manage and oversee security processes related to personnel physical industrial and classification security within Special Access Programs
Define update maintain and produce reports from JPAS and DISS databases
Administer Security Education/Training to cleared personnel
Conduct briefing/debriefing of individuals requiring access as required.
Maintain an ongoing security education program e.g. design updates to annual online training publish security awareness notices participate in Security Awareness venues
Administers processes to obtain and maintain Personnel Clearance Levels (PCL); performs maintenance of appropriate and accurate security folders
Participates in security self-assessments DCSA Vulnerability Assessments and all other audits
Knowledgeable of Insider Threat Awareness program as required by the NISPOM.
Advise personnel of their reporting requirements both personal/administrative and compliance/incident-related reports
Prepare DD-254 documentation and appropriate security guidance for subcontractors
Conduct reviews of and recommends modifications to Prime/Subcontract DD Form 254s
Prepares and authorizes courier orders and cards up to the Secret Level
Maintain access control systems including badging access levels visitor badges and temporary badges.
Monitor and respond to lobby reception desk activities with visitors
Prepare and submit CAC Requests as required following individual processes across multiple contracts
Other security related tasks as directed by the FSO (i.e. escorting non-accessed personnel conducting parcel checks assisting with alarm testing assist with annual Security Education Training and Awareness (SETA) Program)
Additional Qualifications/ResponsibilitiesQualifications
Minimum Requirements:
High School Diploma w/3 - 4 years of experience
Strong working knowledge of National Industrial Security Operating Manual (NISPOM)
Completion of FSO Certification Training within 6 months of hire
Expert knowledge of NBIS/DISS SWFT NISS e-QIP
3 years working on a Special Access Program
Working knowledge of DD-254 and other required forms
Experience with all Microsoft Office applications
Ability to obtain and maintain DoD security clearance
This position requires access to technology materials software or hardware that is controlled by US export order to be eligible for this position you must be a US Person under US export laws (or eligible for approval under a U.S. Government export license)
Preferred Requirements:
Active DoD Secret Clearance
Bachelors Degree in related field with 3 years experience
Salary Range: Industrial Security Specialist III: $98000 - $120000 annually. Applicable pay within the posted range may vary based on factors including but not limited to geographical location job function of the position education and experience of the successful candidate.
