Description

The City of Battle Creek is looking for a qualified individual to serve as the Assistant Field Services Superintendent for the Department of Public Works. This individual is responsible for supervising the maintenance and repair of streets rights-of-way drainage ways and related facilities supervising and participating in a variety of landscaping cemetery buildings and grounds maintenance activities preparing and maintaining appropriate records files repair and service orders and related work as apparent or assigned. Work is performed under the limited supervision of the Field Services Superintendent. Continuous supervision is exercised over all personnel within the team.

Examples of Duties

  • Reviews and verifies employee charges to multiple business units and work orders for processing in the Downtown Streets Parks and Traffic divisions.
  • Organizes and manages employees with special projects and tasks.
  • Assists with the recruitment and selection of department personnel; assigns and inspects the work of staff; rewards disciplines coaches counsels and evaluates staff performance; recommends transfers promotions suspensions terminations and demotions; acts as Superintendent in his/her absence.
  • Assists with budgets for Downtown Local and Major Streets Parks Cemeteries Linear Path and Traffic; develops operations budget for the work crews; assembles and provides cost estimates for special projects as needed.
  • Responsible for coordination and insight for the Engineering Department strategy development; assists with mobile GIS / asset management implementation and development; develops infrastructure strategy for right-of-way work involving trees sidewalks road treatments utility patches etc.; coordinates utility company work within the right of way.
  • Coordinates project scheduling and implementation with various departments including Engineering and Sewer and Water; assists other City departments including Code Police Fire Recreation etc. as needed.
  • Reviews and administers special events throughout the City.
  • Interacts with the public on City procedures such as tree removal plowing paving etc.; responds to inquiries and concerns from the internal staff public and other public agencies.
  • Coordinates work with MDOT Calhoun County and outside contractors for services provided.
  • Maintains permits with State and Federal agencies for City projects; maintains park maintenance contract; responsible for maintaining compliance with federal state and local regulations.
  • Assists with the planning and implementation of DPW capital improvement projects. Develops written guidelines and action plans to coordinate projects with outside contractors and other agencies. Assists in the procurement of grants.
  • Administer Special Events and downtown festival support provided by Field Services
  • Supports the Field Services Superintendent on various daily issues and fills in during their absence.

Typical Qualifications

  • Bachelors degree with coursework in GIS engineering business administration or related field.
  • 1-3 years experience in public works operations in a supervisory role.
Special Requirements:
  • Valid drivers license.

Physical Requirements/Working Conditions:
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting bending reaching hand dexterity (grasping holding keyboarding repetitive movements) reading writing eye-hand coordination seeing (near and/or far color depth field of vision) hearing using the telephone contact with government officials and the general public working overtime and working inside and alone. Work occasionally requires working near moving mechanical parts exposure to fumes or airborne particles and exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office light traffic).
