The City of Oakland is currently recruiting to fill one Recreation Supervisor vacancy within OPRYD. The ideal candidate will be a motivated self-starter who takes initiative; has working knowledge of recreation programs; is a customer service minded individual who possesses high attention to detail; excellent communication skills including both writing and public speaking; patient and understanding while resolving problems and conflicts diplomatically and tactfully; exercise independent sound judgment in emergency situations while remaining calm; be organized and able to balance community needs with program goals and the allocated budget; possess superior leadership skills with proven ability to hire train and motivate staff and volunteers.
We are looking for someone who is:
- A motivated self-directed leader who brings strong recreation program knowledge and a passion for serving the community.
- Skilled in supervising coaching and motivating diverse teams of full-time and part-time recreation staff.
- Comfortable working in a fast-paced multi-tasking environment with shifting priorities and tight timelines.
- Proficient with Excel or similar tools for creating staff schedules tracking assignments and managing data.
- Knowledgeable about local laws ordinances permits and safety regulations related to driving parks and public spaces.
- Committed to equitable service delivery and continuous improvement of recreation services.
- Flexible and solution-oriented able to adapt to emerging needs and on-the-ground changes.
What you will typically be responsible for:
- Planning implementing coordinating and evaluating a comprehensive recreation program in a particular service area or for a specific city-wide program of visual arts performing arts adult sports youth sports aquatics boating or other recreation specialties.
- Establishing and maintaining positive relationships with individuals businesses community organizations and school officials to assess that programs and activities are meeting the changing needs of the community.
- Preparing staff work schedules tracking assignments and maintaining accurate records using spreadsheets and scheduling tools.

- This recruitment will produce two eligible lists. The restricted list will be for full-time permanent part-time or part-time City and Port of Oakland employees who maintain employment for the duration of the recruitment and pass all stages of the recruitment process. The open list will be for all other applicants who pass all stages of the recruitment process.
This is a public contact position. The City highly encourages all bilingual candidates to apply! Some positions may require bilingual skills in Spanish Cantonese or Mandarin. Under the authority of Civil Service Rules Section 5.03 if a position requires bilingual language skills only those candidates who have indicated they are bilingual in the required language(s) will be referred. Bilingual candidates will be required to successfully pass a language proficiency test if selected for hire.Any combination of education and experience that is equivalent to the following minimum qualifications may be acceptable.Education:A Bachelors degree from an accredited college or university in recreation and leisure services public administration physical education or related field.Experience: Three years of progressively responsible work comparable to a Recreation Program Director or Recreation Center Director in the City of Oakland.
License or Certificate / Other Requirements:Individuals who are appointed to this position will be required to maintain a valid California Drivers License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.
Desirable Qualifications:- Proven ability to supervise train and evaluate recreation staff and volunteers to ensure effective and high-quality program delivery.
- Strong skills in monitoring program budgets and preparing accurate and timely reports.
- Commitment to maintaining safe inclusive and welcoming environments through enforcement of policies procedures and safety standards.
- Active participation in team meetings and continuous improvement efforts to enhance recreation services and community impact.

- The Recruitment Process:
The City of Oakland works with a Civil Service system. Applicants apply online and HR staff reviews their experience education and training listed on the application against the minimum qualifications listed for each position.
Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge skills and abilities in job-related areas.
Candidates who do not demonstrate that they meet the minimum qualification requirements will have an opportunity to request a final review. Candidates must request a final review within 5 business days of being notified that they did not meet the minimum qualifications.
In the final review candidates may clarify information already provided on their application. No additional work history education or certifications will be accepted. Any decisions made during this review process will be final.
For this recruitment all qualified applicants will be sent a writing exercise (weighted 100%) which will then be evaluated and rated by subject matter experts. The tentative date that the writing exercise will be sent to you for completion is the week of October 20 2025.
Candidates who pass each stage in the process will be placed on an eligible list. Some candidates may receive extra points for example if you are a Veteran with an honorable discharge or if you are a current City of Oakland resident. If youre applying to a restricted posting and you are eligible as a current City employee you may also receive additional points for your City service. Extra points are only applied to passing scores so if you do not pass every element of the testing process you cannot use extra points to pass.

Disaster Service Workers
