The staff of the Colorado Division for the Deaf Hard of Hearing and DeafBlind (CDDHHDB) runs multiple programs within the Communications Services for People with Disabilities (CSPD) Enterprise. The Enterprise is a business structure that is supported by the Colorado Department of Human Services (CDHS). Each member of the Division contributes to the coordination of internal and external activities that achieve the goals and objectives as set by the CSPD Enterprise.


The Colorado Legislature created CDDHHDB in 2000 to fulfill the federal Americans with Disabilities Act (ADA) of 1990 42 U.S.C. Sec. 12101 requirement to ensure equitable access for deaf hard of hearing and deafblind (DHHDB) people and to provide a central point of contact within the State for DHHDB individuals in need of services. The mission of the Division is to create a barrier-free Colorado.


As outlined by statutory requirements the Division provides the following essential programs resources and services including but not limited to:

  • Colorado Early Hearing Detection and Intervention (COEHDI)

  • Communication Access Services (CAS) - sign language interpretation Communication Access Realtime Translation (CART) captioning services and other communication services for legal/court and rural settings

  • Community Relations - Ascent Program information resources directory referrals events grants and trainings

  • Communication Technology and Access Program (CTAP) - Communication Technology Program National DeafBlind Equipment Distribution Program (NDBEDP) and Telecommunications Relay Services (TRS)

  • DeafBlind Programs - Community Intervener Program (CIP) Orientation & Mobility (O&M) and Support Service Providers (SSPs)


Description of Job


Summary of the position:

This position supports CDDHHDB leadership as the point person for administrative and fiscal duties. The types of support include but are not limited to answering phone calls and office emails; completing required departmental administrative and fiscal duties and processes (e.g. eClearance CORE pCards contracts PAFs ordering equipment and software etc.); coordinating the scheduling of meetings and events for the Division; managing the Divisions electronic files; coordinating Division and community meeting planning agendas notes nominations and term limits; and supporting other activities and events relevant to support CDHS business needs as approved by the appointing authority.


Primary Job Duties:


  • Office Management -Manages day-to-day administrative operations of the Division including internal communications supply ordering space and equipment coordination document tracking and general office support. Supports leadership.

  • Program Operations Support -Provides administrative support for program functions including multiple phone and email responses recordkeeping timekeeping procurement and contract processing. Coordinates with relevant internal units (HR accounting procurement) to ensure compliance with required processes.

  • Logistics Scheduling and Records Coordination -Prioritizing accessibility this position manages meeting and travel logistics for the Division staff prepares materials for events and presentations coordinates calendars and maintains digital files. Supports Division-led initiatives and meetings including planning and documentation.

  • Other duties as assigned.

Comparative Analysis Process Structured Application Review:

After minimum qualification screening which could include a skills test the comparative analysis process will involve a review and rating of all the information you submit.

Document your work experience/job duties to the extent to which you possess the skills education experience minimum qualifications and preferred qualifications:

Answer all supplemental questions (if listed) as your answers to these questions will be evaluated during this phase. Provide at least 4-8 sentences for each response to supplemental questions.

Supplemental Questions:

Answer the supplemental questions on the application completely and thoughtfully. Your answers may be rated based on the content of your response and your writing skills (spelling grammar and clarity of your writing).

Minimum Qualifications:

Experience Only:

Five (5) years of experience in administrative secretarial or senior assistant roles demonstrating skills in scheduling communication project management and general office operations.


OR

Education and Experience:

A combination of related education in business administration public administration human services or a closely related field or any degree from an accredited institution of higher education including some Deaf Hard of Hearing or DeafBlind related coursework and/or relevant experience in administrative secretarial or senior assistant roles demonstrating skills in scheduling communication project management and general office operations equal to five (5) years.


Preferred Qualifications:

  • Clerical/Administrative support:maintaining records and files data entry preparing correspondence scheduling organizing meetings and providing general office support.

  • Customer/Client Service:Interacting with the public or staff responding to inquiries resolving issues and providing information in person over the phone or electronically.

  • Document and Records Management:Creating proofreading and processing forms reports contracts or other official documents.

  • Computer/Software Proficiency:Using word processing spreadsheets databases and email systems (e.g. Google Workspace Microsoft Office Suite Gridcheck Scheduling softwareetc.)

  • Program/Operational Support:Assisting with budget tracking purchasing or procurement processes.

  • Accessibility/Communication Support:Experience assisting individuals who are deaf hard of hearing deafblind and/or hearing with communication barriers or knowledge of providing accommodations for the above populations.

  • Relevant years of State service should be considered as a preferred qualification to be used to determine the top candidates on the referral list. (Partnership agreement 10.1.)



Conditions of Employment

  • Standard Background Check and reference checks.
  • Travel- 20% minimum travel requirement some responsibilities may require more as business needs arise. Noting for community relations in-person outreach can greatly exceed this minimum expectation and be closer to 40%. Attend community engagement events / activities community meetings training strategic planning sessions and conferences in-person per business needs and to positively represent the Department / unit and efforts.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position (3) provide the employee number from the applicants prior State employment. Absent extraordinary circumstances prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
