Were looking for an experienced ArcGIS Geospatial Architect & Governance Lead to join the Texas Health and Human Services Commission (HHSC). In this role youll design implement and govern enterprise GIS solutions that directly support Medicaid and CHIP client and provider data projects. This is a unique opportunity to apply your technical expertise in Esri ArcGIS geospatial data governance and health program data while leading initiatives that improve public health outcomes.
What Youll DoArchitect and oversee enterprise-level ArcGIS solutions for mapping healthcare clients and provider locations.
Ensure geospatial data quality security compliance and alignment with state and federal policies.
Develop and maintain data architectures workflows and metadata standards to support enterprise analytics.
Collaborate with internal teams external partners and stakeholders to define governance frameworks and enable effective data sharing.
Manage and oversee GIS datasets including demographic socioeconomic health and program data.
Mentor GIS analysts and developers promoting best practices in spatial analysis web mapping and data visualization.
Guide policy development and enforce geospatial data management standards across the organization.
Conduct and oversee advanced spatial analyses to support public health initiatives.
Present findings using technical reports dashboards and interactive web maps for executives and stakeholders.
Bachelors or Masters in Geography GIS Computer Science Public Health or related field.
7 years in GIS with at least 3 years in a lead/architect role (preferably in health human services or government).
Expert-level skills in Esri ArcGIS (ArcGIS Pro geocoding spatial analysis database/network tools web mapping).
Strong knowledge of geospatial governance data policies and stakeholder engagement.
Hands-on experience developing and maintaining geospatial data architectures and metadata standards.
Excellent communication technical writing and leadership skills.
Proven ability to manage multiple projects independently.
5 years with SQL Server Enterprise Geodatabases using ArcGIS tools.
Strong Python and SQL scripting skills.
Familiarity with Medicaid public health or social services data.
Experience mentoring GIS developers and analysts.
Agile/Scrum development lifecycle experience.
Certifications: Esri System Design Professional ArcGIS Enterprise Administration Professional or GISP.
Exposure to machine learning GeoAI LLMs or Snowflake Data Warehouses for geospatial projects.
Experience building custom web-based applications for & Regards
