The newly created Office of Homelessness Solutions will serve as the lead entity coordinating services across departments community partners and all levels of government. This Office will track funding and leverage outcome data to guide policy and program decisions. It will improve coordination accountability and equity outcomes across the full spectrum of homelessness services and housing.

Within the new Office A Chief Homelessness Solutions Officer and two Deputy Chief positions will work as a high-functioning executive team.

As a team the Chief and two Deputy Chiefs of the Office of Homelessness Solutions will play a critical role in coordinating citywide efforts to reduce un/sheltered homelessness and all members of this team must bring passion and a commitment to equity public service fiscal responsibility and innovation and efficiency in government. The team will work in close alignment with partners at Alameda County towards reaching a shared goal of eliminating homelessness for all but especially for those most impacted by racial disparities.

EachDeputy Chief Homelessness Solutions Officer will be assigned duties according to their specific qualifications and strengths. A single posting will be used to fill two positions.

The duties of this function include addressing the disproportionately Black Indigenous People of Color homeless population by analyzing for and removing barriers to equitable service delivery to these residents.


Both Deputy Chiefs of Homelessness Solutions will be responsible for:

  • Leading strategies to ensure homelessness is rare brief and non-recurringespecially among racially impacted populations.
  • Providingstrategic guidance across departments on homelessness-related priorities policies and emerging issues.
  • Building and strengthening partnerships with Alameda County Oakland Housing Authority service providers and affordable housing partners.
  • Coordinating long-term planning with city agencies and external partners.
  • Identifying and implementing best practices to mitigate the harms of homelessness end homelessness and maximize housing stability
  • Innovating new program models for underserved populations.
  • Partnering with the County and neighboring cities on strategic planning efforts such as Home Together 2030.
  • Preparing and reviewing staff reports resolutions and communications for the City Administrator Council and commissions.
  • Working closely with elected officials stakeholders and the public to promote and support homelessness initiatives.
  • Nurturing relationships and two-way communication with nonprofit partners and community members including those with lived expertise to guide humane and effective policies and programs.

In addition to the above the candidate should be comfortable with the following types of tasks:

  • Working in homeless encampment environments; engagement with stakeholders residents business and members of the unhoused community.

  • Establishing and maintaining positive relationships with multiple Community Based Organizations (CBOs) city departments residents elected officials external agencies and other stakeholders necessary to coordinate services and support the Citys Homelessness systems.


The Deputy Chief for Encampment Management and Outreach specificallyis likely to focus on the following responsibilities:

Encampment Management

  • Coordinating and collaborating with partners to ensure completion and execution of encampment response and management operations.
  • Guiding alignment of encampment response with best practices local and state policies and legal guidance.
  • Determining communicating and implementing priorities for Encampment Operations such as locations of intervention types of operations (closure outreach cleaning partial closure etc.) timing of operations and cross-departmental involvement.
  • Oversight and supervision of the Citys Encampment Management Team.
  • Coordinating with shelter and interim housing providers on referral assessment and admission.

Unsheltered Services Outreach and Referral

  • Prioritizing existing and new resources for outreach and services to those experiencing unsheltered homelessness.
  • Aligning andoptimizing unsheltered homelessness response efforts to mitigate harms of unsheltered homelessness shorten episodes of homelessness improve matching to services and housing and maximize transitions to interim housing and shelter programs.
  • Designing and implementing systems to coordinate the County staff and nonprofit providers conducting outreach Coordinated Entry System enrollment housing navigation services and other street outreach.
  • Recommending tactical refinements to the Coordinated Entry System and collaborating with the Continuum of Care and the County on implementation.


The Deputy Chief for Interim Housing and Permanent Solutions specifically is likely to focus on the following responsibilities:

Interim and Permanent Housing

  • Leading evaluation and strategic funding decisions into interim housing shelter short-term rental support shallow subsidy and permanent homeless housing to maximize system flow through interim solutions to permanent housing exits.
  • Strategic planning and collaboration with the Community Homelessness Services Division the Human Services Director and the Director of Housing and Community Development.
  • Partnering with nonprofit providers to support and improve programs serving people currently or previously experiencing homelessness.
  • Recommending tactical refinements to the Coordinated Entry System and collaborating with the Continuum of Care and the County on implementation.

Minimum Requirements for Application

The following qualifications are guidelines as the appointing authority has broad discretion in filling positions in this classification.

Education:
A Bachelors degree from an accredited college or university in public or business administration Social Work Human Services Psychology Urban Planning Social Sciences Project Management Public Administration Public Policy Public Health or other related field.

Experience:

Five (5) years of progressively responsible project manager and executive leadership experience related to homelessness services or housing for homeless and at-risk populations (examples of City sponsored services include but are not limited to Emergency Housing Programs Permanent Supportive Housing Programs Homeless Outreach Services Homeless Prevention or Rapid Diversion Programs etc.)

Desirable Qualifications:

  • Experience with federal and state funded programs in affordable housing and homelessness.

  • Supervisory experience overseeing a team working in homelessness services or community housing program.


License or Certificate / Other Requirements:

Individuals who are appointed to this position will be required to maintain a valid California Drivers License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.

Supplemental Information

This is an at-will position exempt from the provisions of the City of Oakland Civil Service Rules per Charter Section 902.
