Project Overview:
This project is a strategic initiative to consolidate IT resources currently embedded across various departments into a unified IT division. This effort aims to strengthen IT governance improve user access and security and enhance visibility and operational reporting across the enterprise. The project includes evaluating current IT roles and reporting structures conducting position classification reviews aligning personnel with an optimized organizational model and inventorying IT systems and projects to support business prioritization and alignment with enterprise objectives.
Position Summary:
We are seeking a seasoned Senior Business Analyst to play a critical role in supporting this IT centralization effort. The analyst will lead efforts to collect and analyze information about current IT roles responsibilities and business processes. This role requires strong analytical capabilities public-sector experience and the ability to facilitate cross-functional collaboration.
The Senior Business Analyst will work closely with stakeholders to assess gaps define future-state requirements and contribute to the development of a functional and organizational realignment strategy.
Key Responsibilities:
- Conduct interviews focus groups and workshops with stakeholders to gather data on existing IT roles functions and processes.
- Document current-state IT responsibilities organizational structures and support workflows.
- Perform gap analysis between current-state and desired future-state operating models.
- Support position classification analysis and documentation.
- Assist in the development of future-state organizational structures and staffing models.
- Collaborate with project leads change management teams and communication specialists to support rollout and onboarding activities.
- Help inventory IT systems and initiatives to inform prioritization and alignment.
- Translate business needs into requirements that support process improvements and organizational change.
- Develop high-quality deliverables including process maps role matrices requirements documents and analytical reports.
Qualifications:
- 8 years of experience as a Business Analyst preferably with a focus on organizational design IT assessments or enterprise transformation.
- Demonstrated experience in public-sector environments or large complex organizations.
- Strong understanding of IT service delivery models support structures and governance frameworks.
- Experience conducting interviews and facilitating stakeholder engagement sessions.
- Familiarity with position classification frameworks and workforce planning.
- Exceptional analytical and documentation skills.
- Ability to communicate effectively with both technical and non-technical stakeholders.
- Proficient in Microsoft Office tools; familiarity with project management or process mapping software a plus.
Preferred Experience:
- Experience with large-scale Organizational Change Management (OCM) initiatives.
- Understanding of application and infrastructure support integration.
- Knowledge of enterprise IT systems and service desk operations.
