Job Description

APPLICANTS MUST BE PERMANENT IN THE ADMINISTRATIVE MANAGER CIVIL SERVICE TITLE

The New York City Human Resources Administration (HRA) provides temporary help to individuals and families with social service and economic needs to assist them in reaching self-sufficiency via essential and diverse programs/services such as: temporary Cash Assistance Supplemental Nutrition Assistance Program (SNAP) childcare eviction prevention services adult protective services job training employment plans/support domestic violence assistance child support enforcement etc. The employees of the Family Independence Administration (FIA) help provide unique individual services to eligible New Yorkers aimed toward the achievement of long-term self-sufficiency.

Under the direction of the SNAP ADC of Citywide Administrative Coordination and Special Services & Projects with wide latitude for the exercise of independent action and judgment the Executive Citywide Director of SNAP Internal Continuous Quality Improvement (SICQI) is responsible for the strategic management and oversight of program resources allocated to improve the federally mandated SNAP Payment Error Rate (PER) and Case and Procedural Error Rate (CAPER) for New York City. The Executive Citywide Director is responsible for a quality assurance program that includes independently initiated case reviews performed by SICQI Case Reviewers to provide rapid feedback to SNAP Operations staff on the quality of their casework.

SNAP Internal Continuous Quality Improvement (SICQI). a new area which aims to address the critical need to reduce error rates elevate customer support and respond to OTDA requests and audits. SICQI is being created to manage and respond to Quality Assurance/Control Corrective Action Memoranda (CAM) stemming from State and Federal reviews for all registered cases; coordinating system and workflow improvement plans for SNAP program citywide and creating training requests in response to findings related to staff knowledge gaps.

FIAs Supplemental Nutrition Assistance Program (SNAP) is recruiting for one (1) Administrate Manager NM III to function as Executive Citywide Director SNAP Internal Continuous Quality Improvement (SICQI) who will:

-Develop implement and maintain a comprehensive quality assurance program to improve the performance of eligibility operations within the Supplemental Nutrition Assistance Program. Responsibilities include working with SNAP Responsibilities include working with SNAP administrative staff to develop and implement a comprehensive quality assurance strategy to evaluate the performance and compliance of various programs and services provides feedback to SNAP leadership on quality assurance improvements and practices.

-Oversee and guide implementation of quality assurance program to ensure effectiveness efficiency and compliance with all relevant federal state and local requirements. Liaise with OTDA and DSS Accountability Office to ensure high level reviews and responses are completed. Develop Quality Assurance/Control Corrective Action Memoranda (CAM) stemming from State and Federal reviews.

-Responsible for the coordination review and analysis of SICQI operations to ensure registered cases comply with quality control standards mandated by federal state and agency authority. Develop formulate and implement controls for SICQI to ensure accountability for activities and performance. Ensure the effective performance and professional development the SICQI Deputy Directors who are responsible for managing and directing day-to-day unit resources and actions to implement quality assurance efforts.

-Work in conjunction with the DSS Office of Procedures and Training/Workforce Development to ensure that trainings developed for SNAP and SICQI are focused on operations efficiency management of innovative error prevention and corrective action techniques and methods.

-Provide guidance and technical assistance to SNAP leadership on SNAP quality improvement practice and coordinate with FIA Executive leadership on the drafting of policy and procedures manuals memoranda and other instructional guides for the improvement to reduce error rates.

-Prepare high level reports and memoranda on quality assurance findings and recommendations. Communicate results to FIA Executive stakeholders.

-Represent SNAP administration during federal state and internal quality control reviews and audits providing input and feedback on quality control reviews.

-Participate in the drafting of policy and procedures manuals memoranda and other instructional guides by using information gathered from governmental regulations management policy decisions background research following agency format to standardize work activity in compliance with laws regulations and policies.

Qualifications :

1. A baccalaureate degree from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning allocation for resources and the scheduling and assignment of work 18 months of which must have been in an administrative managerial executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory full-time progressively responsible experience as described in 1 above 18 months of which must have been in an administrative managerial executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory full-time progressively responsible experience as described in 1
above 18 months of which must have been in an administrative managerial
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to 1 2 or 3 above. However all
candidates must possess the 18 months of administrative managerial executive or supervisory experience as described in 1 2 or 3 above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative managerial executive or supervisory
experience described in 1 2 or 3 above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3
years.
