Role Description:

Arcadis is seeking a highly skilled and motivated Procurement Analystto support one of the most iconic and consequential infrastructure initiatives in the United States the Gateway Hudson Tunnel Project (HTP). This role is responsible for procurement documentation cost analysis compliance and process improvement ensuring all procurement activities meet federal state and project-specific requirements.

We are working in partnership with Parsons and Mace as part of the MPA Delivery Partner team selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program one of the most ambitious and impactful transportation initiatives in the nation and is designed to strengthen mobility enhance resiliency and ensure the long-term reliability of the Northeast Corridor.

The project encompasses the construction of a new two-track rail tunnel beneath the Hudson River along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.

Role Accountabilities:

Procurement Support

  • Assist GDCs Procurement personnel with the solicitation and award of HTP Packages professional service contracts and other types of procurement.
  • Facilitate regular onsite group procurement trainings and recommend professional development opportunities for procurement staff.
  • Manage the regular transfer of procurement documents into the PMIS file retention system ensuring compliance with GDCs procurement policies and procedures.
  • Support cost-estimating pricing analysis and vendor/proposer responsibility determinations.
  • Conduct financial capacity evaluations and cost-price analysis for vendors and proposers.

Contract Administration

  • Assist with contract administration for all HTP Package contracts and other professional services/vendor contracts.
  • Ensure contracts comply with applicable regulations and advise GDC of regulatory changes.
  • Support internal and external audits invoicing payments change orders and project close-out activities.

Documentation & Compliance

  • Maintain accurate records of procurement activities including documentation drawings and materials related to the project in PMIS.
  • Assign document numbers and coordinate change management processes for procurement and contract documentation.
  • Ensure compliance with federal state and local procurement regulations and GDC policies.

Process Improvement & Reporting

  • Identify opportunities for process improvement in procurement workflows and documentation management.
  • Prepare reports and summaries on procurement activities contract status and compliance for internal and external stakeholders.
  • Support the preparation and review of procurement-related data for audits and reporting requirements.

Required Qualifications:

  • Bachelors degree in Business Administration Finance Supply Chain Management or related field.
  • 25 years of experience in procurement contract administration or supply chain management preferably on large infrastructure or transportation projects.

Key Skills and Abilities:

  • Familiarity with federal state and local procurement regulations and requirements.
  • Strong analytical organizational and communication skills.
  • Proficiency with project management information systems (PMIS) document control systems and Microsoft Office Suite.
  • Ability to work collaboratively with multidisciplinary teams and external stakeholders.

Preferred Qualifications:

  • Experience with public sector procurement and contract management.
  • Knowledge of cost estimating budgeting and financial analysis for major capital projects.
  • Understanding of compliance audits and reporting requirements.

Actual salaries will vary and are based on several factors such as experience education budget internal equity project and location.
