Job Duties
Only current VDEM employees serving in the Emergency Coordinator II role are eligible to apply for this position.
The All Hazards Planner (AHP) serves to carry out all directives related to the Homeland Security and Emergency Management Programs in compliance with applicable federal and state laws executive orders published policies and established procedures. The AHP is also tasked with assisting localities state agencies institutions of higher education Planning District Commissions and other partners in VDEMs Region 5 with the development maintenance and review of all hazards plans such as Emergency Operation Plans (EOP) All Hazard Mitigation Plans (AHMP) and Radiological Emergency Response Plans (RERP). They are responsible for responding to emergencies across the region and working within a team structure that reports to the Chief Regional Coordinator (CRC) for Region 5. This position requires frequent travel within the region.
All VDEM employees are designated as essential personnel and may be required to work during emergency situations such as inclement weather and natural or man-made disasters/events as directed. This may require irregular work hours work at locations other than the official duty station and may include duties other than those specified in the employees official EWP.
Minimum Qualifications
- Considerable working knowledge of the four phases of emergency management federal
emergency management planning guidance National Incident Management System and
incident command principles.
- Considerable skill in the use of computers and Microsoft Office.
- Superior interpersonal and communications written and verbal skills.
- Demonstrated ability to develop write and review all hazards plans.
- Ability to organize large complex documents electronically.
- Ability to foster teamwork and interaction with state and local officials.
- Ability to relay technical regulatory and/or sensitive information to diverse individuals
and groups.
- Ability to self-direct work with minimal supervision and work in austere environments for
prolonged periods of time.
- Ability to maintain confidential information.
Additional Considerations
- Plan development experience in government and experience in group facilitation program
management and disaster operations.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
