General Statement of Duties
Performs responsible administrative technical & skilled work supervising the Parks Maintenance Division of the Public Works Department.
Major Duties and Responsibilities
An employee in this class is responsible for planning organizing directing and engaging in the work of the Parks Maintenance Department.
A. Supervises staff on a daily basis and creates assignments according to a schedule of priorities and work orders.
B. Participates in hiring conducts training performance coaching and evaluation of staff.
C. Prepare time and payroll records; compiles and reviews staff reports.
D. Provides input on annual budget needs; approves invoices and ensures expenditures remain within approved budget.
E. Maintains inventory of equipment and supplies.
F. Performs varied manual semi-skilled trades tasks and complex skilled duties as needed.
G. Inspects park facilities and fields; makes repairs or schedules work as required.
H. Directs or performs varied landscaping duties such as pruning mowing spraying fertilizing etc.
I. Directs or performs maintenance minor construction and repairs on recreational facilities playgrounds picnic areas and other park amenities.
J. Oversees and/or drags and marks ball fields levels dirt infields and base lines; operates tractor truck front end loader backhoe riding and push mowers edger weed eater blower chainsaw and other maintenance equipment.
K. Oversees and monitors the health of the dunes system.
L. Oversees monitors and maintains trees within the Town limits.
M. Answers patrons questions on park policies and procedures.
N. Assigns creates verifies completion of work orders.
O. Inspects and maintains playground equipment and facilities.
P. Performs other related duties as required.
Controls
The Parks Maintenance Crew Leader works under the general supervision of the Assistant Public Works Director. This position is non-exempt from the overtime provisions of the Fair Labor Standards Act.
Physical Requirements or Special Working Conditions
Must be able to physically perform the basic life operational functions of climbing balancing stooping kneeling standing crouching crawling reaching walking pushing pulling lifting grasping talking hearing and repetitive motions.
Must be able to perform heavy work exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently and/or up to 20 pounds of force constantly to move objects.
Must possess the visual acuity to use measurement devices; to make visual inspections of completed work to determine neatness and thoroughness; to operate equipment and motor vehicles and to perform some accounting work.
Work subjects the employee to inside and outside environmental conditions noise vibration hazards associated with parks maintenance duties fumes odors dust mists and oils.
Qualifications and Experience
A. Thorough knowledge of ornamental landscaping turf management and arboriculture especially in a coastal setting.
B. Considerable knowledge of the methods tools and equipment utilized in maintenance of athletic fields and facilities.
C. Considerable knowledge of the safety and hazards of the work related liabilities and applicable safety standards (Occupational Safety and Health Act).
D. Considerable knowledge of playground safety and maintenance.
E. Considerable knowledge of modern effective supervisory principles and practices including motivation communication leadership discipline performance coaching and evaluation.
F. Skill in the operation of assigned equipment and tools including tractors loaders mowers sprayers small equipment etc.
G. Ability to organize schedule and supervise employees effectively.
H. Ability to communicate effectively in oral and written forms as well as work well independently and within a team setting.
I. Ability to establish and maintain effective working relationships with multiple stakeholders; supervisors citizens coworkers and visitors who are involved in use of parks athletic fields and recreational activities.
J. Physical ability to engage in heavy manual labor for extended periods of time in an outdoor setting.
K. Ability to exercise courtesy and tact in dealing with the public and with other employees.
Education and Certifications
A. Graduation from a four-year college or university with a degree in turf management or related field and some related experience; or an equivalent combination of education and experience.
B. Considerable experience supplemented by training in landscaping and turf management that provides the necessary knowledge skills and abilities.
C. Possession of a valid North Carolina drivers license.
D. Possession of an NC Pesticide License.
E. Possession of a Certified Playground Inspector license or willingness to obtain
