JOB TITLE: Tax Collector
REPORTS TO:Chief Financial Officer
WAGE/HOUR STATUS: Exempt
PAY GRADE:AM 6
PRIMARY PURPOSE:
The Tax Collector is responsible for the development coordination and interpretation of the assessment and collection functions pertaining to the ad-valorem taxation procedures.
The Tax Collector must act with integrity support organizational goals demonstrate the ability to inspire grow and motivate others utilize feedback drive for results and commit to championing the needs of the students employees and overall District.
QUALIFICATIONS:
Required:
- Bachelors Degree from an accredited college or university in related field or Registered Tax Assessor and Collector certified by the Texas Department of Licensing and Regulations
- Certified Tax Administrator designation by the Texas Association of Assessing Officers
- 5 years school district experience
Preferred:
- Masters Degree from an accredited college or university in related field preferred.
SPECIAL KNOWLEDGE/SKILLS:
- Working knowledge of the Property Tax Code and the truth-in-taxation provisions
- Understanding of monthly accounting reports and fiscal year-end audit reports
- Strong interpersonal skills
- Strong communication skills to interact with staff and related coworkers
- Ability to manage department budget
- Excellent supervisory skills leading and inspiring staff
- Ability to interpret policy procedures and data
MAJOR RESPONSIBILITIES AND DUTIES:
- Responsible for the planning and development of the collection process fortwo taxing entities.
- Comply with policies established by federal and state law and ensure property taxation is fair and uniform; applying all laws rules methods and procedures in a uniform manner to all taxpayers.
- Supply annual value projection data needed for Chief Financial Officer.
- Prepare tax rate calculations and publication.
- Work closely with delinquent tax attorney in collection efforts and deposit revenue for current/delinquent taxes and present foreclosure resales for board approval.
- Monitor properties with bankruptcy and lawsuits including inspection of property before foreclosure sale or seizure of personal property.
- Approve refund applications fulfilling requirement mandated by the Property Tax Code.
- Prepare and maintain Tax Increment Finance Zone annual reporting and issuance of payments.
- Attend Harris County Appraisal District monthly meetings.
- Responsible for monitoring all supplemental and corrections from the appraisal district.
- Monitor all calculations on tax ceiling certificates pro-rations AG rollbacks mobile home certificates litigation refunds frozen ceiling unique situations and ceiling transfer certificates.
- Prepare annual property value study.
- Maintain annual timber value increase report.
- Manage department monthly budget payroll and receivables and prepare annual budget.
- Oversee preparation and balancing of fiscal year-end audit reports monthly balancing for collection reports and balance to general ledger.
- Supervisory Responsibilities
- Responsible for developing training improvement plans.
- Responsible for hiring and evaluation of staff within department.
- Perform all other duties as required
WORKING CONDITIONS:
The usual and customary methods of performing the jobs functions require the following physical demands: physical mobility standing prolonged sitting some lifting carrying pushing and/or pulling up to 15lbs. This position will also require both traveling within the district and state wide occasional prolonged and irregular hours. Mental demands: Ability to solve problems and deal with a variety of situations; ability to interpret a variety of data; ability to apply knowledge of current research and theory ability to be effective in both oral and written communication; ability to maintain emotional control under stress.
