JOB TITLE:Procurement Officer

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The incumbent will support procurement activities of a varied range i.e. goods and services food procurement and cash and vouchers for both the Libya and Tunisia Country Offices (COs).
He/she will provide technical advice and oversight to procurement field operations partnering with all relevant stakeholders both internal and external to WFP.
KEY ACCOUNTABILITIES:
Under the direct supervision of the Deputy Country Directors of both COs the Procurement Officer will serve as the joint Head of Supply Chain responsible to:
General:
Consolidate and analyse data from which to inform country sourcing strategies or plan specialist procurement initiatives that support effective and cost-optimising purchase decisions.
Provide oversight guidance and support to the Country Offices on implementing best practice procurement policies and procedures ensuring a strategic forward purchasing approach to procurement in compliance with wider WFP policies standards and regulations.
Lead the implementation of procurement projects and manage operational activities (e.g. issue tenders evaluate offers and negotiate/award contracts) to ensure successful procurement of food and non-food commodities or services.
Collate information and draft appropriate responses to recommendations to support auditing of procurement activities and ensure conformity with compliance rules.
Identify develop and maintain strong relationships with all relevant suppliers and vendors to enable WFP to maximise the value of the service delivered.
Manage and coordinate effective relationships with inspection and superintendent firms to ensure quality control specification conformity volume assessment monitoring and verification of deliveries.
Work in close collaboration with cross functional counterparts to align procurement activities and promote an integrated procurement and supply-chain approach.
Coordinate and prepare accurate and timely reports of procurement activities to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders leading to performance optimization.
Manage more junior procurement colleagues building capacity and ensuring high performance.
Contribute to preparedness actions providing technical recommendations and guidance and monitor the management of procurement specific risks.
Any other related duties as required.
Specifics for Tunisia Country Office:
Decentralised Evaluation: Contracting to be started and managed.
Resilience (support to small holder farmers): Under a joint UN programme WFP is currently delivering agro-processing equipment to local farmer associations. This requires joint monitoring by programme and procurement.
School Feeding Programme: WFP is currently delivering school kitchen / gardening equipment to some primary schools. As per above this requires joint monitoring by programme and procurement.
Contracting and managing vendor ESRI North Africa for digital mapping of all schools food banks and central kitchens across Tunisia.
Monitoring of the local service provider that is carrying out digitalisation of the procurement system for the national school feeding programme.
Launch of IT equipment procurement process in favour of MoE staff implementing the national school feeding programme.
Procurement of equipment and all required services related to resumption of the 2024 training programme in agreement with the new minister of education.
EP&R/Migrants/UNHCR call for support: UNHCR may ask TNCO to help in the procurement of in- kind food for migrants gathered in temporary shelters

Urgent
Extend Alkarama event management LTA
Amend PO on WINGS under Alkarama event company for Fezzan workshop
Renew Sarab company contract which will expire on 31 Dec 2024
Renew the ISP current contract in Benghazi Hub (expiring on 30 Sep 2024) including additional internet speeds (i.e. 200 and/or 300 Mbps)
Initiate the relevant PO(s) for Electricity Line/Transformer in Benghazi hub and follow up with the service provider until service delivery
Prepare purchase orders (POs) contracts extending LTAs and any supporting documentation for approval by the appropriate stakeholder and approve purchases within delegated authority to enable the swift purchase of goods and services for pending and new procurement requests.
Provide operational coordination and administrative services to support procurement projects and activities following standard processes and contributing to the effective procurement of goods and services.
Manage and coach procurement staff on WFP procurement procedures for goods and services.
Regularly update the procurement plan and procurement tracking sheet
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in Economics Commerce Business Administration Engineering Legal or Accounting or other relevant field; OR First University degree with additional years of related work experience and/or training/courses.
Experience: Experience communicating and coordinating with UN agencies/ large international conglomerates.
Experience working with food commodity markets (incl. experience with freight markets) as well as goods
and services needed in support of WFPs operations and its related market intelligence. Experience working with vendors.
Experience with budgeting pipelines and related issues in WFP Corporate Systems.
FUNCTIONAL CAPABILITIES
Tendering and Contracting: Demonstrates ability to establish and manage complex arrangements with WFP partners during the tendering/ contracting process to increase the value that WFP receives.
Vendor Management: Applies knowledge of local and international vendor sources and networks to conduct cost-benefit analysis of alternative vendors to consolidate options and assess suitability.
Commodity/Programme/Service Intelligence: Selects appropriate products and/or services in own area based on a basic understanding of sources country requirements and public procurement principles/practices.
Systems and Reporting: Applies in-depth knowledge of procurement tools systems corporate operating system and recommends new approaches to influence reporting capabilities.
Ethics and Compliance: Actions audit queries and process improvements in line with ethics/compliance standards donor requirements and operating procedures.
Language: Fluency in both spoken and written English. Fluency in Arabic is an advantage.
