City of Greeley: Work Live and Play in Greeley: Summary

The Crew Supervisor I is responsible for planning and executing operations maintenance and construction projects including asset management preventive maintenance pipe rehabilitation and response to leaks and customer concerns. This position also manages scheduling material procurement and coordination with other City departments and system operations. The role reports to the Transmission and Distribution Operations and Maintenance Team Lead and directs a crew of Equipment Operators and Maintenance Technicians.

Experience Education and Skills

Minimum Requirements

  • High school diploma or equivalent

  • Colorado Class A Commercial Drivers License (CDL)

  • Colorado State Water Distribution System Operator 2 Certification and the ability to obtain Distribution 3 Certification within two (2) years of hire

  • One (1) year of experience in inventory control and project ordering

  • One (1) year of experience in compacting and prepping for asphalt

OR

  • Any combination of related education experience certifications and licenses that will result in a candidate successfully performing the essential functions of the job

AND

  • Possession of a valid drivers license.

Preferred

  • One (1) to three (3) years of supervisory experience.

  • Associates degree (two-year degree) or certification program of comparable length in a specialized field (e.g. water system construction operations or maintenance).

  • Three (3) to five (5) years of on-the-job experience in water distribution and transmission construction operations and maintenance.

Knowledge Skills and Abilities

  • Working knowledge of water distribution and transmission systems including operations maintenance and repair methods.

  • Understanding of pipeline construction rehabilitation and leak detection practices.

  • Familiarity with asset management principles and preventive maintenance programs.

  • Knowledge of safety regulations confined space entry traffic control and PPE requirements.

  • Basic knowledge of supervisory practices scheduling and work planning.

  • Familiarity with materials tools and equipment used in water utility operations.

  • Skill in operating and directing crews using specialized utility equipment and tools.

  • Strong organizational and scheduling skills to coordinate multiple projects.

  • Effective communication skills both verbal and written to work with staff departments and customers.

  • Problem-solving and decision-making skills in the field under changing conditions.

  • Proficiency in recordkeeping and use of work management systems or related software.

  • Ability to supervise train and evaluate crew members effectively.

  • Ability to interpret technical drawings maps and work orders.

  • Ability to enforce safety standards and ensure compliance with regulations.

  • Ability to respond to emergencies leaks or customer complaints promptly and professionally.

  • Ability to work collaboratively with other City departments and system operations.

  • Ability to manage resources efficiently including materials labor and equipment.

Travel

  • Category B-Regular Local/Field Based Travel: This position requires regular travel within the County and nearby cities. Employees frequently travel to field sites client locations or other City buildings as part of their job duties. Access to a personal or City fleet vehicle may be required.

Essential Functions

  • Plan and schedule projects coordinate utility locates manage inventory lead safety meetings and collaborate with Project Managers and other City departments.

  • Supervise and train crews of 612 staff ensuring work is completed safely accurately and in compliance with standards.

  • Operate and oversee use of heavy and specialized equipment including backhoes crane trucks loaders valve-turning equipment leak detection tools trench boxes and confined space equipment.

  • Manage multiple job sites direct contractors and review contractor work for quality and compliance.

  • Interpret blueprints perform valve adjustments and coordinate water shut-offs system maintenance and emergency repairs.

  • Oversee operations and maintenance of more than 650 miles of transmission and distribution mains including routine inspections repairs and service locates.

  • Respond to customer concerns water outages and emergency calls; assist with water quality questions from adjoining systems.

  • Attend project and coordination meetings related to water sewer street and concrete repairs as well as project scheduling and planning.

  • Perform administrative tasks such as reconciling receipts approving timesheets and leave requests and maintaining records in work order systems.

  • Support problem-solving and decision-making in dynamic field conditions ensuring alignment with standards policies and operational priorities.

  • Collaborate with management asset teams and other departments on project approvals process improvements and operational procedures.

  • Performs other duties as assigned.

Work Environment

  • Outdoor work performed in all weather conditions.

  • Frequent exposure to hazardous and unpredictable conditions including traffic and excavation sites (e.g. 75% of work in streets).

  • Must be available to work weekends holidays and participate in an on-call rotation schedule subject to operational needs.

Physical Requirements

  • Perform moderate to strenuous physical work including climbing ladders and working in awkward positions.

  • Frequently lift and carry objects weighing 2550 lbs. and operate medium-weight tools.

  • Bend twist reach and move equipment supplies or tools.

  • Work on rough uneven or rocky surfaces while performing maintenance duties.

  • Remain ambulatory and perform manual tasks such as using a sledgehammer unloading parts or tightening fittings in awkward positions.

  • Manual dexterity enough to operate tools vehicles and specialized equipment.

  • Visual acuity to read maps and plat books operate equipment and locate water and sewer lines.

  • Must be able to speak clearly and effectively to communicate with coworkers supervisors clients or public.
