Job Description

Job Title: Project Controls/Project Manager Support


Location: Work shall be conducted at the Department of Energy (DOE) Hanford Field Office (HFO) and the Hanford Site in Richland WA. This position may be telework eligible at the discretion of the DOE Technical Monitor (TM) in consultation with the DOE Contracting Officer (CO). Support staff are expected to provide in-office support as agreed upon with the DOE TM. If in-person support is identified as required for any reason and for any length of time by the DOE TM or DOE CO the individual shall report for duty in person as requested.


Citizenship: US citizenship required

Compensation:$160000.00- $180000.00. The salary range may vary based on years of experience skillset educational level and relevant professional background. You will receive a competitive total rewards package that is applicable to the U.S. only.

Scope of Work Summary:AttainX Inc. is seeking a qualified professional supporting our client DOE HFO and the Assistant Manager for River and Plateau (AMRP) Division.

Required Qualifications:

  • 8 years of relevant experience
  • Bachelors degree in a relevant field of study (i.e. science engineering or project/program management)
  • Project Management Professional (PMP) certification or certified manager
  • Expert knowledge of DOE O 413.3B Program and Project Management for the Acquisition of Capital Assets
  • Experience in budgeting cost and schedule estimating contract and baseline performance
  • Expertise in resource planning and allocation and business management practices
  • Knowledge of reporting systems including Integrated Planning Accountability and Budgeting System Project Analysis Reporting System 2 (PARS 2) Project Execution Module and Hanford Data Integrator and COBRA or similar system
  • Expertise in review of change packages evaluation of cost estimates and assessment of supporting back-up documentation
  • Expertise in audits evaluations and baseline change control
  • Expertise in risk identification mitigation and management
  • Excellent verbal and written communication skills

Preferred Qualifications:

  • Experience in project scheduling and cost engineering on a DOE project
  • Experience related to Hanfords environmental cleanup activities including deactivation decontamination decommissioning and demolition of industrial and nuclear facilities remediation of waste sites and waste management
  • Expert knowledge in Cobra Cost Processor Crystal Reports and P3/P6

Job Duties Include:

  • Provide project management support to assist in ensuring compliance with project requirements to include:
    • Assist with monitoring and analyzing project performance using Earned Value Management (EVM) principles to ensure project resources are being utilized effectively.
    • Integrate monthly variance analyses through workbook and meetings with input from the contractors and the HFO Subject Matter Experts (SMEs) for inclusion in PARS 2.
    • Support the respective division directors/Federal Project Directors (FPDs) in preparing for project reviews and/or other draft presentations to HFO management or DOE Headquarters (HQ) or other outside entities.
    • Maintain project performance data files.
    • Assist with reviews of invoices baseline submittals and other contractor change packages.
    • Assist with baseline reviews HQ peer reviews and other reviews as required - includes recommendations and assessments of technical and non-technical project issues.
    • Assist with evaluation and review of Statements of Work (SOWs) and work scope strategy for appropriateness and accuracy.
    • Evaluate and review risks - risk register and assure currency of risk report and risk management plan.
    • Evaluate current schedule data and analyze the critical path schedules.
    • Assist with integrated budget request and lifecycle planning.
  • Provide scheduling support.
    • Recognize and report adverse trends to division directors/FPDs to help ensure baseline progress schedules are met.
  • Provide support in review and analysis of independent government estimates.
  • Provide recommendations based on their evaluations to the division directors/FPDs.
  • Provide other draft presentations related to the division directors/FPDs.
