JOB SUMMARY:

The Arizona Public Safety Personnel Retirement System (PSPRS) is currently seeking qualified candidates for the position of Retirement Specialist Supervisor. The Retired Members Retirement Specialist Supervisor under the direction of the Retired Members Manager is responsible for the timely coordination assignment and verification of all health insurance premiums insurance subsidy and retirement benefits as it relates to pension addition this position is responsible for the verification and processing of all cancer claims as it relates to the Cancer Insurance Plan that is administered by the System.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.

The Retirement Specialist Supervisor is responsible to:

• Review assign and approve all new retirement applications to include normal disability surviving spouse guardian/child DROP Reverse DROP lump sum death benefits and deferred annuity for CORP and PSPRS retirement plans.
• Analyze and reconcile all application discrepancies to include benefit calculations.
• Review and coordinate CORP and PSPRS disability applications with legal counsel for statutory compliance.
• Verify and determine continuing child eligibility benefits.
• Review assign and approve all monthly payroll adjustments to include recalculations complex split benefits with ex-spouses IRS levy orders child support orders medical and dental changes and benefit increases.
• Investigate and reconcile balancing discrepancies for pension payroll.
• Manage and assign all retirement and insurance workload to Retired Member Specialists.
• Review and approve all completed retirement and insurance work for accuracy and payment per the monthly payroll schedule.
• Train staff on retirement and insurance processes and procedures.
• Relate statute and program changes to Retired Members Specialists.
• Acts as a key Liaison to Public Safety Personnel Retirement System (PSPRS) and Corrections Officer Retirement Plan (CORP) local pension boards.
• Interpret and explain comprehensive policies procedures and statutes to local board staff and employers regarding retirement benefits to include Deferred Retirement Option Plan (DROP) Reverse DROP disability return to work rules health and cancer insurance and subsidy entitlements.
• Consult with upper management internal staff and legal counsel on unusual situations/requests and assist with providing resolutions.
• Administer the Elected Official Retirement Plan (EORP) program benefits and serve as the EORP Local Board Secretary.
• Counsel and assist all EORP members with retirement planning.
• Determine EORP retirement eligibility and calculate pension benefits.
• Process EORP disability applications to include Internet research and conferring with third party entity to recommend quality physicians to conduct independent medical exams for disability applicants.
• Verify enter and maintain annual active member EORP salary information which may require physical transport of retirement files to/from the file room and scanning area.
• Research and explain comprehensive policies procedures laws and regulations to members local boards employers internal staff outside entities and other state agencies in regards to retirement options to include health and cancer insurance benefits disability benefits return to work rules and annual benefit increases.
• May serve as the primary coordinator or assist with the following tasks and special projects as needed:
  o Administer DROP
  o Oversee and process the daily ADOA electronic add/change/term forms
  o Annual permanent benefit increase program
  o Administer and process the monthly Medicare eligibility letters
  o Review calculate and process the monthly contribution clean-up for retired members
  o Draft and edit written procedures
  o Annually evaluate and update retiree and ex-spouse benefit amounts that qualify under the excess benefit arrangement program (QEBA)
  o Develop member letters and training materials for staff to include integrating new processes procedures and software
  

Knowledge of:

• State Retirement System benefit programs.

• Bachelors degree in related field.
• Project management experience.
