Could you help shape Scotlands rental landscape by ensuring fair accurate and evidence-based decisions

Rent Service Scotland (RSS) is part of Communities Analysis Division and has a Rental Lettings Research Team (this post) Rent Adjudication Team and a Rental Valuation Team.
The Rental Lettings Research Team is an operational delivery team within RSS. It researches the private rented sector and collects lettings information to assist with the setting of Local Housing Allowance (LHA) and Universal Credit Housing Element (UCHE) rates and rent adjudication functions. The data is also used to produce official private rental statistics as well as being used by other Government Departments.

The Rent Adjudication Team is an operational delivery team within RSS. It administers applications from tenants who have received a rent increase notice from their landlord which they believe is an excessive increase. It carries out rental valuations desk based and property inspections for rent adjudication applications received under the Private Housing (Tenancies)(Scotland) Act 2016.

The Rental Valuation Team is an operational delivery team within RSS. It carries out rental valuations including inspections in the private rented sector including some Housing Associations for Regulated tenancies (Fair Rents) and for Housing Benefit purposes.

When legislation changes you may be required to work flexibly across the various functions in the wider RSS when required and full Rent Officer training will be provided. A willingness to travel involving occasional overnight stays is essential and an up to date UK driving license would be an advantage.

RSS plays a crucial role in supporting housing policy and social security systems through expert rental data collection research and valuation as a Rent Officer youll contribute to decisions that directly impact housing support and affordability across the country.
Responsibilities
  • Accurately identifying and collecting suitable rental market evidence from letting and estate agents and landlords and recording it in the RSS internal IT database.
  • Utilising data extracts compare and analyse property records to assist the Team Leader in quality assuring all lettings information.
  • Continually reviewing and establishing new sources of letting information and actively identifying and filling any gaps in the data.
  • Supporting the Team Leader in Broad Rental Market Area (BRMA) reviews and where necessary consulting with Local Authorities.
  • Establishing and building effective working relationships with internal and external key stakeholders through various communication methods including email telephone and in person meetings/visits. Providing information to key stakeholders including Local Authorities landlords letting agents and representative bodies as well as tenants and their representatives.
  • Attending Private Rented Sector (PRS) related events and following up afterwards with new contacts that you have established including periodic visits particularly to remote market areas where information is harder to obtain. Determining rents for Local Authority Housing Benefit subsidy purposes.
  • Determining rents for tenants served with a rent increase notice by their landlord under the Private Residential Tenancy agreements. Determining an amount for landlord improvements to properties within a designated Rent Pressure Zone once legislation in force. Carrying out internal and external property inspections or desk based assessments when required in connection with rental valuation and Housing Benefit and Fair Rent determinations.
