ABOUT WEST BASIN:

West Basin Municipal Water District (West Basin or District) is a global leader in water recycling conservation resource management and education. West Basin provides drinking and recycled water to several local retail water agencies including six cities three private water companies one county water agency and one groundwater management agency. The District serves a population of nearly one million residents in 17 cities and unincorporated areas along the coastal corridor from the Palos Verdes peninsula to the City of Malibu. The District is governed by an elected five-member Board of Directors and is a member agency of the Metropolitan Water District of Southern California.


West Basin operates the Edward C. Little Water Recycling Facility (ECLWRF) in El Segundo California three satellite treatment plants in the cities of El Segundo Torrance and Carson and over 100 miles of pipelines across the South Bay area of Los Angeles County. The ECLWRF is the largest recycled water treatment facility of its type providing nearly 40 million gallons of recycled water each day to over 400 sites. West Basin utilizes various advanced treatment processes to produce five types of fit-for-purpose waters used for irrigation commercial industrial and groundwater replenishment purposes.

The Position

West Basin Municipal is seeking an experienced Engineering Supervisor to join our Engineering team. Under general direction the Engineering Supervisor will lead the Operations Support Engineering team overseeing professional staff in the planning design construction and maintenance of recycled water treatment distribution and pumping facilities. The role manages engineering staff consultants and contractors; ensures efficient operation and maintenance of existing facilities; and provides technical support for treatment plant operations. The Engineering Supervisor also coordinates with other departments and outside agencies develops internal standards and processes and supports the Department Manager with complex technical budgeting and administrative tasks.


Key responsibilities are:

  • Plan organize direct and supervise the work of assigned engineering staff consultants and contractors.
  • Develop and implement engineering policies procedures templates and quality standards.
  • Participate in departmental strategic planning capital improvement (CIP) and operations & maintenance (O&M) budgeting and performance monitoring.
  • Provide professional development coaching and performance management for assigned staff.
  • Oversee project activities including planning permitting design construction repairs upgrades inspections and change order negotiations.
  • Coordinate with internal departments external agencies regulatory entities major customers and the general public to ensure effective service delivery and compliance.
  • Monitor data and operating reports to identify issues ensure regulatory and contract compliance and recommend operational and maintenance improvements.
  • Oversee contract O&M services to ensure compliance with production goals water quality standards KPIs and invoicing requirements.
  • Prepare and issue Requests for Proposals; negotiate and manage consulting and professional service agreements.
  • Lead and participate in the preparation and administration of the annual O&M budget monitor expenditures and recommend adjustments as needed.
  • Oversee implementation of asset management initiatives including asset condition assessments risk-based prioritization lifecycle planning and CMMS integration.
  • Prepare technical reports memoranda Board presentations and compliance reports for regulatory agencies.
  • Represent the District at meetings conferences and public outreach events; provide information resolve inquiries and promote recycled water initiatives.
  • Ensure safety compliance for staff contractors and consultants.
  • Perform related duties as assigned.

Qualifications

A Bachelors degree in civil engineering or a closely related field and at least eight years of progressively responsible experience in the design and construction of large complex water production and transmission systems including two years in a supervisory or project management capacity or an equivalent combination of training and experience. Required is a Professional Engineer license issued by the State of California.

The ideal candidate will also have:

  • Knowledge of operational characteristics services and activities of water and recycled water treatment plants and comprehensive engineering programs.
  • Knowledge of theory principles practices and techniques of civil engineering design and construction as applied to large complex potable and recycled water treatment and transmission systems.
  • Knowledge of principles practices materials equipment and techniques involved in the construction maintenance and operation of water district facilities.
  • Knowledge of federal state and local laws codes regulations and court decisions relevant to assigned areas of responsibility.
  • Knowledge of principles methods and techniques of long-term planning.
  • Knowledge of principles and practices of budgeting purchasing and public record maintenance.
  • Knowledge of research methods and analytical techniques.
  • Knowledge of principles and practices of sound business communication.
  • Knowledge of principles and practices of effective management and supervision.
  • Knowledge of modern office procedures methods and equipment including computers and standard software applications (e.g. word processing spreadsheets databases).
  • Ability to develop and administer departmental goals objectives policies and procedures.
  • Ability to understand interpret explain and apply District policies procedures and applicable regulations.
  • Ability to present proposals and recommendations clearly logically and persuasively in public meetings and other forums.
  • Ability to represent the District effectively in negotiations and public settings.
  • Ability to exercise sound independent judgment within established policies and guidelines.
  • Ability to use tact diplomacy and discretion in dealing with sensitive complex and confidential issues.
  • Ability to operate modern office equipment including computers and software applications such as word processing spreadsheets and databases.
  • Ability to communicate clearly and concisely both orally and in writing.
  • Ability to establish and maintain effective working relationships with District management and staff other governmental officials consultants vendors and the public.
  • Ability to plan direct and monitor optimization maintenance and repair projects to ensure operational reliability.
  • Ability to prepare and manage O&M budgets support R&D projects and coordinate development and updates to asset management strategies and plans in collaboration with West Basin O&M contract operators

There is one (1) vacancy currently available. Compensation: The full salary range for this position is $151005 $207629 annually with a control point of $188755. Initial placement is generally between the minimum and control point ($151005 $188755) depending on qualifications and experience. This role also includes a comprehensive benefits package.
