  • REPORTS TO: Director of Payroll APPLICATION DEADLINE: Open Until Filled LENGTH OF WORK YEAR: 226 Days DATE REVISED: 10/22/2021 WAGE/HOUR STATUS: Exempt SALARY RANGE: $77014 Minimum $107452 Maximum PAY GRADE: AM6
    PRIMARY PURPOSE:
    Direct and manage the payroll services of the District and ensure compliance with applicable stateand federal laws and regulations governing school district payroll activities.

    QUALIFICATIONS:
    B.A. degree in business with major in accounting required Five years experience in school businessmanagement required Three years of payroll supervisory experience

    SPECIAL KNOWLEDGE AND SKILLS:
    Knowledge of accounting and auditing principles
    Proficiency skills in keyboarding and filemaintenance
    Ability to work with numbers in accurate and rapid manner
    Ability to use software to develop spreadsheets databases and word processing
    Ability tosupervise personnel
    Be knowledgeable and stay up to date with the different software for payroll such as PowerschoolsTimeClockPlus (TCP) Substitute Employee Management Systems (SEMS) MS ACCESS ODBC MONARCH etc.
    Ability to interpret policy procedures and data
    Effective organizational written and verbal communication and interpersonal skills

    MAJOR RESPONSIBILITIES AND DUTIES:
    Implement TEA Financial Resource Guide for the Payroll Department.
    Review and process all memorandums of employment and changes from the Personnel Department andserve as Business Office liaison with personnel and other district departments on payroll matters.
    Oversee the reconciliation and the due tos and due froms for payroll fund accounts.
    Oversee the preparation of monthly and bi-weekly payrolls and payroll liabilitypayments
    Check monthly and bi-weekly payroll account distribution reports verify payroll account numbersand review monthly pay exceptions process voids and issue manual checks
    Prepare all Internal Revenue Service and FICA matters relating to the payroll; such aspreparation of W-2s 941 deposits IRS money within three banking days prepare IRS 941 financialreports.
    Oversee the preparation of the substitute payroll.
    Oversee preparation and distribution of annual employee salary compensation and benefitstatements.
    Prepare the annual estimated and actual workmens compensation payroll reports.
    Oversee various programs integrated for payroll transmittals of leave and supplemental pay suchas SEMS and SMP.
    Responsible for all TRS Reporting and Compliance issues.
    Prepare payroll calendar and payrolls to meet the scheduled pay date.
    Prepare information for outside agencies related to payroll.
    Review and follow-up on any disputes.
    Prepare information for outside agencies related to payroll.

    Coordinate and supervise the TimeClockPlus (TCP) time system for the districtemployees.
    Oversee and validate the Personnel Department changes in Efinance Plus Human Resources foremployee information pay rates attendance and employee deductions
    Supervise professional staff in the Payroll Department.
    Actively seek innovative solutions to improve efficiency of operations in the Payroll Departmentand district.
    Oversee the IRS levies child support orders medical support orders student loans andbankruptcy orders and process liability payments via wire and ACH transactions end of month.
    Assist with preparation of all stipends Athletic Bilingual CTE Fine Arts.
    Perform all duties required to comply with perfect attendance and incentive policies.
    Performs all duties in a safe manner to avoid injury to oneself and/or to others.
    Performs other related duties as assigned.

    SUPERVISORY RESPONSIBILITIES:
    Supervise and evaluate the performance of assigned personnel including paraprofessionals andpart-time employees.

    Maintain emotional control under stress; occasional district and statewide travel; occasionalprolonged and irregular hours; repetitive hand motions prolonged use of computer.
