Roles / Responsibilities
Candidate will conduct requirements analysis of legacy systems processes and elicit analyze and document requirements for the implementation of the transformed system. Tasks include:
- Identifying and documenting as-is and to-be system requirements and design using the IES prescribed business analysis methodology processes and tools
- Conducting systems analysis and documentation on legacy mainframe systems; Meet with relevant stakeholders including state agency and local district subject matter experts users and executive teams to elicit requirements
- Produce work products that reflect and ensure system planning design and delivery are aligned with business needs
- Understand and adhere to project timelines and priorities
- The awarded consultant is required to be onsite at their assigned work location at the frequency required by the Office of Information Technology Services (ITS).
- This frequency is subject to change with notice.
- Consultants who are unwilling to be onsite for the required timeframe will have their task orders terminated.

| Mandatory Qualification (PASS/FAIL) | - Level II- Between four (4) and seven (7) years of experience as a Business Analyst
| - Between four (4) and seven (7) years of experience as a Business Analyst (BA) reading/understanding legacy business and system rules to document modernized rules based on program domain knowledge. BA will be responsible for conducting analysis and validation of business processes and systems. The BA must have experience writing clear functional requirements usable by design development and quality teams plus some experience documenting technical system diagrams.
| - Between four (4) and seven (7) years of experience as a Business Analyst (BA) possessing in depth domain knowledge of SNAP HEAP PA Fair Hearings and Child Support. The BA must be be able to communicate effectively to conduct change management and training efforts with stakeholders centered in these domains.
| | Additional Qualifications: | - Between four (4) and seven (7) years of experience as a Business Analyst (BA) for state eligibility programs the Human Service domain within a State-supervised locally administered environments.
| - Between four (4) and seven (7) years of experience as a Business Analyst (BA) responsible for setting stakeholder workshop topics training system users and adhering to project timelines.
| - Between four (4) and seven (7) years of experience as a Business Analyst (BA) creating As Is and To Be artifacts including but not limited to: User stories Acceptance Criteria Use Cases Screen Prototypes Data Specifications UML diagrams.
