Reporting directly to the Boulder Chamber President & CEO the Boulder Chamber Economic Council Executive Director / Vice President of Economic Impact Programs leads the Boulder Chamber programming that helps shape the economic environment for the Boulder region. This position also serves as a strategic partner with the President & CEO in achieving the Boulder Chambers external business relationships and revenue generation goals.
The Boulder Chamber Economic Council (BCEC) - consisting of roughly 60 executive-level business leaders - provides the key consultation and guiding for the Boulder Chambers economic vitality conjunction with the Economic Vitality team and in collaboration with other Boulder Chamber functions the BCEC Executive Director / Vice President of Economic Impact Programs is responsible for leadership and management of this economic development organization including investor recruitment and retention.
The Boulder Chamber instituted Boulder Together a program for tackling the greatest challenges to Boulders economic vitality and resilience as identified by Boulder regional business and community leaders. Given the broad scope of Boulder Together goals management of this program entails coordination of many Boulder Chamber departments including Policy Programs Marketing and Communications Transportation Member Relations and Operations. The BCEC Executive Director / Vice President of Economic Impact Programs has chief responsibility for this management oversight and investor recruitment/ retention for the Boulder Together program.
The BCEC Executive Director / Vice President of Economic Impact Programs has other duties associated with the Boulder Chambers economic vitality goals programs and relationships as detailed general this position calls for strategic collaboration with the Boulder Chamber President & CEO and the Associate Vice President of Economic Vitality as well as other external partners and stakeholders in helping to support the vitality and resilience of the Boulder regional economy.
Responsibilities
Strategic Planning and Execution
Collaborate with other Department Heads in developing and executing the Boulder Chambers Strategic Plan annual Plan of Work Annual Budget with a focus on the BCEC and Economic Impact Program goals.
Serve as a partner with the Boulder Chamber team in sustaining an economically healthy innovative and impactful business support advocacy and economic vitality organization.
Economic Development Partnerships
In collaboration and coordination with the Associate Vice President of Economic Vitality actively engage with and champion all of Boulders primary economic industries.
In all areas of activity develop supportive partnerships (including where appropriate assuming leadership and board positions) with other economic development agencies and organizations such as the City of Boulder Boulder County the Metro Denver EDC the University of Colorado CO-LABS and our federal laboratories Silicon Flatirons Naturally Boulder Colorado Bioscience Association and other organizations / industry associations that can support the Boulder Chambers economic vitality goals along with local regional and state economic vibrancy.
Identify analyze and execute potential additional deeper partner relationships up to and including the potential absorption of partner activities and/or the delivery of contract services with an eye toward achieving higher-level synergistic benefits that support the Boulder Chambers economic vitality mission.
Boulder Together Program
Manage delivery of the Boulder Together package of initiatives that address the greatest challenges to Boulders economic and community vitality with leadership responsibility for all related stakeholder meetings and oversight/support of program execution. Partner with the President & CEO the Investor Relations team and other Boulder Chamber staff team members in recruiting and retaining Boulder Together investors.
Boulder Chamber Economic Council
Direct activities of the Boulder Chamber Economic Council which includes the implementation of compelling investor programming relationship-building with current BCEC investors recruitment of new BEC investors and administration of the BCEC Advisory Committee in support of the above responsibilities.
Deploy the BCEC investors in support of the Boulder Chambers economic vitality goals through strategic engagement and input opportunities.
Economic Development Policy Advocacy In collaboration with the Boulder Chambers Policy Programs team and where appropriate in collaboration with other aligned partners track and advocate on public policy issues that impact Boulders economic vitality interests including local state and national policy considerations. Public Communications In collaboration with the Boulder Chambers Communications team and in coordination with the Associate Vice President of Economic Vitality serve as a spokesperson on behalf of Boulders economic interests with the media and at local state and national forums including the production of public presentations and written editorial columns.
Educational Events and Forums
Develop and partner with the Boulder Chamber Events and Communications team and in consultation with the Associate Vice President of Economic Vitality - to produce the annual Boulder Economic Forecast and Economic Summit.
Develop additional programs and events that will help inform the Boulder community regarding economic development issues drive further action in support of Boulders economic vitality and sustain a solid base of revenue in support of the Boulder Chambers economic vitality goals.
Support the Boulder Chamber Investor Relations team in recruiting and retaining sponsor support for Economic Vitality focused events.
Innovation Support Develop and administer entrepreneur support initiatives and programs that sustain Boulders position as a leading center for innovation and entrepreneurship.
Film Commission Oversight
Oversee activities of the Boulder County Film Commission ensuring that its Plan of Work including Film Commission networking events workforce development programs and industry development activities - aligns with the Boulder Chambers strategic economic vitality and budget goals.
Supervise the Boulder County Film Commission staff team.
Financial Management and Revenue Development
Develop and ensure execution of the annual budget for the Boulder Chamber Economic Council and Economic Impact Programs.
In partnership with the President & CEO and Investor Relations team prospect and secure the financial support of investors sponsors contracts and grants to achieve the Boulder Chambers revenue goals with a specific responsibility for support of the Boulder Chamber Economic Council and Economic Impact Programs including the Boulder Together program.
Work cross departments to foster opportunities for complementary revenue in areas such as Boulder Chamber Membership and Policy Programs.
Maintain strong relationships with all Boulder Chamber Economic Council and Economic Impact Program investors ensuring execution programmatic commitments.
Staff Team Management Manage the Economic Vitality Programming staff and consultant team.

Economic Development Expertise and a track-record of experience in managing economic development programs and deep knowledge of factors impacting economic vitality.
Knowledge of local and regional environment Understanding of the City of Boulder and Boulder County business market and political landscape as well as the key regional partners and factors that impact Boulders economy.
Fundraising Demonstrated skill in recruitment and retention of investors sponsors and support contracts to meet budget goals.
Grant Writing and Reporting Ability to write successful grant applications track grant deliverables and deliver grant reporting requirements.
Public Speaking and Presentation Excellent written phone and verbal communication abilities that command audience respect as a content authority.
Strategic Planning Work Plan Development and Budgeting Experience in developing strategic plans annual work plans and budgets for organization programs and operations along with demonstrated skills in executing on both long-term strategic goals through an annual work plan and budget.
Financial Management Knowledge and skills in management of annual budget including monitoring and support of all invoicing and payments in alignment with organization financial policies.
Business Development Proven ability to form and nurture strategic programmatic and revenue growth opportunities with partner organizations.
Project Management Experience managingpriorities processes contracts timelines and task deliverables across a variety of overlapping projects.
Team Management Ability to oversee the work intra and inter team dynamics and communications and career development for department team including volunteers interns contractors and virtual team members.
Customer Service Demonstrated high level engagement empathy problem-solving and communication skills that facilitate excellent external stakeholder experience and promote a collaborative work environment.
Organization and Multi-tasking - Be able to organize in a thorough and detail-oriented way to carry out various tasks in a fast-paced environment to meet multiple deadlines.
Technological Proficiency Knowledge of and comfort with technology including CRM platforms websites social media tools and video engagement systems.

Working Conditions
This position requires professionalism in appearance and actions and flexibility to work occasional early morning and evening hours for meetings and events.
Must be able to travel efficiently to off-site meeting locations throughout the Colorado Front Range.

Compensation
$105000 - $125000 plus bonus opportunity dependent on experience
