You will be updated with latest job alerts via emailThe Riverside County Flood Control and Water Conservation District is looking for an energetic self-motivated and detail-oriented individual to join our Contracts Services Section as a Flood Control Contracts Analyst II. This position is primarily responsible for the preparation review and administration of contracts and agreements.
The ideal candidate must possess the following skills/experience:
Prepare multi-party contracts to develop flood control infrastructure; evaluate proposals and negotiate contracts and terms and conditions with public agencies or quasi-public agencies (e.g. environmental analysis real estate acquisitions construction funding maintenance); prepare license agreements granting rights to public and private entities establishing rights-of-way in coordination with County Counsel and after consulting with a supervisor.
Represent the County/Department when meeting with public and/or private agencies contractors and service providers and ensure contracts and grants satisfy all legal and liability considerations; review contracts prepared by other agencies and recommend amendments to contract terms and conditions to reduce the County/Departments risk and liability; provide technical assistance to contract agencies and County departments.
Research and draft recommendations to revise department contract policies and procedures based on mandated County state and federal regulations ordinances and laws.
Review documents verifying title (e.g. preliminary title report) and signatory authority (e.g. corporate articles) of the service providers developers and other private parties entering into a contract with the County; review required items of developers (e.g. bond acceptance insurances contractor licenses etc.) prior to commencing construction on multi-party projects.
Coordinate and participate in contract site visits; conduct research on project location and validate required information in order to prepare contracts and make administrative and operational decisions on flood control projects.
Enforce the maintenance of current valid business licenses and sufficient insurance coverage from developers services providers and contractors during the term of their contracts .
Assist in the preparation and review of Board Agenda Items exhibits and related documents in support of Flood Control and Water Conservation District contracts for the Board of Supervisors approval; assist with preparation of analytical reports correspondences and memorandas for distribution and delivery to management.
Assist with competing for or soliciting for funding programs provided by the state federal or other grant sources for funding of flood control projects; assist with writing grant proposals and applications; assist with monitoring grant implementation for budgetary and operating compliance to grant stipulations.
Education:Graduation from an accredited college or university with a bachelors degree preferably in urban and regional planning environmental sciences legal studies business or public administration or a closely related field to the assignment. (Additional qualifying experience may be substituted for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: Two years of professional experience preparing processing and negotiating state federal public or private agency contracts purchases of service contracts reimbursement or funding contracts and grant applications; or one year of professional level contracts experience as a County of Riverside Flood Control Contracts Analyst I.
Desired Skills:
Knowledge of: Basic principles of contract preparation negotiation and monitoring techniques; proper contract formatting transcribing reviewing and editing methods; appropriate application of legal language to be used in contracts terms and condition agreements and other legal documents; general county state and federal government regulations ordinances and laws regarding contracted services; basic principles of grant proposal writing application and monitoring techniques; basic principles of organization management project funding and basic budgeting and business and public administration.
Ability to: Read understand interpret and apply contractual language to provisions of local state and federal legislation and regulations pertinent to contractual agreements for services; interpret engineering designs construction plans and blueprints of flood control infrastructures; efficiently and effectively communicate contract terms and conditions license and developer contracts and funding reimbursement contracts; analyze evaluate and advise on contracts proposing recommendations to limit risk exposure and liability to the County; monitor contractors performance and compliance to ensure quality and completion of projects; establish and maintain cooperative working relationships various public and/or private agencies contractors and service providers.

Pre-Employment
