Job Summary

Summary Statement

The position will oversee all aspects of utility coordination work between DelDOT and utility companies across the state throughout DelDOT project design and construction. This will include supervising in-house personnel and managing consultants which includes assigning scheduling and tracking work assignments while also holding a project workload as needed. The position will also provide general management of the DelDOT Utility Section initiatives throughout the state; provide & ensure QA/QC on projects & subsurface utility engineering (SUE) tasks and provide training & oversight to DelDOT staff consultants & utility companies on DelDOT regulations policies & processes. This position will also oversee DelDOTs broadband utility coordination efforts.

Essential Functions

  • Inspects infrastructures to ensure compliance with design plans materials specifications safety requirements construction processes local state and federal codes and on-going maintenance requirements; documents and reports compliance or deficiencies.
  • Designs develops or reviews engineering project or site layouts alignments profiles studies graphs and other related activities.
  • Compiles and records notes sketches test results inspection data and other information to document compliance and/or develop designs specifications reports maps and other geographically based data.
  • Conducts various studies to be used by others to analyze needs or develop plans record characteristics and other related activities.
  • Conducts data analysis to determine accuracy of data collected develop recommendations develop corrective designs and/or ensure compliance.
  • Tests or evaluates the quality of materials or designs to verify adherence to contracts and specifications.
  • Obtains survey data such as angles elevations points and contours using electronic distance measuring equipment and other surveying instruments.
  • Calculates or measures area and volume dimensions horizontal and vertical geometry profile and component specifications and material testing dimensions using calculators or computers.
  • Operates computer assisted drafting equipment or other tools of the trade and uses automated information systems and computer software to enter update modify delete retrieve and report on data.
  • Reads and interprets plans specification blueprints and other engineering documents.
  • Performs other related duties as required.

Job Requirements

JOB REQUIREMENTS for Engineering/Planning/Surveying (EPS) Technician Program Manager II
Applicants must have education training and/or experience demonstrating competence in each of the following areas:
  1. Six years experience in the Utilities/Utility Coordinationas described in the summary statement.
  2. Three years experience in transportation or construction project or program management such as planning scheduling staffing coordinating controlling monitoring evaluating and reporting on the status of transportation or construction projects or programs.
  3. One year of experience in contract administration such as overseeing the development and negotiation of contracts and bid specifications managing bid openings and awarding and executing contracts.
  4. One year of experience in staff supervision which includes planning assigning reviewing and evaluating the work of others.
