Description of Job

About the Work Unit

The Intelligent Transportation Systems (ITS) Field Operations Unit is responsible for installing operating maintaining and repairing complex communication and ITS systems for CDOT Statewide. The Intelligent Transportation Systems Office manages CDOTs ITS program to operate the Colorado Traffic Management Center to plan for CDOT ITS activities support ITS contracts and manage ITS research programs. The unit performs preventive routine and emergency maintenance on various types of electronics electro-mechanical and communications equipment. The unit also performs maintenance and repair on electrical systems as well as fiber infrastructure associated with ITS.

The unit performs maintenance on communication systems associated with traffic signals tunnel control systems PLCs and ITS assets across the State while supporting remote hands for the ITS Network Operations Center (NOC) at Data Center and Node Sites across the State.

About thePosition
The Electronics Specialist III positionwill be inspecting troubleshooting maintaining and documenting fiber-optic and ITS assets. This position will work closely with other Intelligent Transportation Systems (ITS) units and Region Teams and will provide support to others in the Region in the installation maintenance and repair of Fiber Broadband Cellular equipment and other communication systems. This position will also perform technical installation troubleshooting and repair of electronics. electro-mechanical systems and communication equipment.

The Electronics Specialist III position will operate special test equipment and maintain tools and materials needed as a technical expert. This position will maintain and troubleshoot several different assets from intelligent transportation devices to control tunnel systems cameras variable message boards weather systems data collection devices and other intelligent technologies on the highway.

Major Duties and responsibilities include but are not limited to:
  • Make modifications to existing equipment;
  • Set up or testing new equipment for installation according to ITS Standards and Specifications:
  • Providemaintenance and repair of the communication system including all field and network devices;
  • Troubleshoot and configure electronics and communication devices as well as fiber-optic assets;
  • Operate utility locating equipment and works around and near live electric gas water and other utility lines;
  • Perform Installation modification and/or testing of new ITS electronics electro-mechanical and or communication equipment or systems this includes testing and acceptance of contractor installed systems or equipment;
  • Perform reviews and field visits for completed project work before new assets are accepted as ITS assets including providing punch lists to contractors;
  • Plan schedule and implement Traffic Control plans for maintenance activities scheduled at road-side locations;
  • Oversee the work product of at least two FTE equivalent positions in the unit and provides direction leadership mentoring and coaching to the employees;
  • Monitor work for quality control and efficiency. Coaches mentors and trains employees;
  • Assist with addressing personnel issues and creating appropriate documentation and notification;
  • Implement policies and procedures in a fair and consistent way. Ensures policies procedures and directives are followed;
  • Sets clear expectations and holds employees accountable;
  • Evaluate effectiveness of work activities;
  • Takes initiative to identify and communicate ways to improve business processes and enhance service;
  • Supports organizational change efforts and communicates with personnel;
  • Delegates work effectively when appropriate and monitor progress;
  • Provide written and or electronic documentation to include but is not limited to; time sheets work orders procurement documents test results leave request Pre and Post Trip logs site acceptance forms data collection information safety discussions or changes and updates to existing documents;
  • Plan schedule layout and set up work zones for safety and to ensure all safety equipment is used for the safety of the individual other workers and the traveling public;
  • Attend and provide technical training on devices and communication methodologies to peers & subordinates based on formal training received from vendors contractors lead workers and/or supervisor and on-the-job experience;
  • Other duties as assigned.
Work Environment
  • Daytime working hours 4 ten hours days Monday Thursday. Will be subject to regular rotating on-call.
  • Frequent travel during workday for the repair of equipment training and meetings
  • Required to work on ladders and/or bucket trucks at heights from10-80 feet
  • Required to drive CDOT vehicles
  • Exposure to loud noises
  • Exposure to fumes odors gases dust etc. that may affect breathing eyes and skin
  • Exposure toelectricityand electrical shock
  • Required to work in extreme temperatures and weather conditions for long periods of time - hot and cold
  • Due to locations of some of the equipment must be physically able to work at 11000 feet altitude
  • Work in proximity to traffic heavy equipment and other hazards
  • May be required to assist other workgroups and patrols.
  • Required to use computers to accomplish everyday work duties
  • Must be able to hear and communicate via cell phone and state radio to relay information and respond to field calls
  • Must be able to read understand and follow oral and written instructions
  • Required to lift up to 70 lbs
  • Required to bend kneel climb in/out of trucks when maintaining and repairing equipment.
  • Must provide the supervisor with a telephone number where you can be reached for the purpose of responding to an emergency.

Minimum Qualifications

Experience Only:

Three (3) years of technical experience repairing performing maintenance installing or modifying electronic electro-mechanical or communication equipment and devices.

Equipment and devices should primarily be in one or more of the following areas: wireless microwave hard-wired systems fiber optics telecommunication electronics close circuit and detection video cameras radios programmable controllers modems switching equipment/devices and/or Intelligent Transportation Systems.

OR

Education and Experience:

A combination of related education and experience equal to three (3) years.
  • Successful completion of the equivalent of 60 semester hours of training at an accredited college or university or recognized non-correspondence technical school with 30 semester hours of course work in any of the following areas: electronics electrical engineering computer science communication technology and information technology
  • Experience - repairing performing maintenance installing or modifying electronic electro-mechanical or communication equipment and devices.

Preferred Qualifications
TheExceptional Applicantwill be an experienced Electronics Specialist with proven ability or accomplishment in the following:
  • Demonstrated success with the duties listed in the Description of the Job section;
  • Years of State service experience related to the duties of this position;
  • Highest work/personal ethics and integrity;
  • Comprehensive knowledge and understanding of the theories principles and best practices of digital and analog electronic theory telecommunications and computer wireless networks;
  • A Bachelors degree in computer information systems or a related field of study
  • A current Colorado Journeymans Electrician License.
  • Comprehensive knowledge and understanding of the theories principles and best practices of communication protocols such asIP/TCP/UDP/FTP;
  • Comprehensive knowledge and experience in installing repairing replacing and troubleshooting a wide variety of electronic systems and equipment including traffic signal devices;
  • Knowledge of/experience with best practices for WIFI networking Structured cabling. (CAT 5E and CAT 6);
  • Knowledge of /experience with LAN/WAN maintaining and troubleshooting existing networks;
  • Experience with point-to-point point-to-multi-point microwave and other wireless communications;
  • Experience with computer hardware implementation and handling;
  • Experience with regeneration systems including heating/cooling power and emergency power systems;
  • Experience with fiber optic cabling handling termination and splicing;
  • Experience with fiber optic and wireless transceivers transmitters receivers and repeaters;
  • Knowledge and understanding of electronics and control programming;
  • Experience with signaling devices (e.g. ramp metering devices Close Circuit TV radar;
  • Experience coaching and mentoring individuals;
  • Excellent reasoning analytical troubleshooting and problem solving skills;
  • Strong attention to detail and accuracy;
  • Excellent time and project management skills;
  • Strong oral and written communication skills;
  • Excellent organizational skills;

  • Traffic control coursework is a plus;
