Work in this class is distinguished from other classes by its use of considerable initiative and independent judgment in coordinating the permit process for a variety of special events and the overtime billing of supervisors police officers and police service technicians that work outside of their regular employment at the City as requested and at the agreed upon billing rate with outside vendors.

ESSENTIAL JOB FUNCTIONS

Operates as the Program Coordinator for the Citys Special Event Permit initiative by developing implementing and coordinating services for programs and events within the City. This includes but is not limited to: walk/bike/runs block/community/fraternity/sorority parties fairs/festivals/parades and observed holiday/community or society group celebrations.

Serves as the primary contact to the event organizers for all departments to filter request and gather information for permits. The departments may include: PRCA GFR Public Works Building Department Solid Waste Transportation Planning and Finance.

Administers and facilitates the Gainesville Police Departments specific involvements as well special events/alcohol/special sales within the permitting process for community events proposed by private and non-profit entities occurring on City property. Ensures that such events meet City Ordinances and follow the guidelines both in the application process and actual implementation.

Serves as a primary contact to the event organizers City staff and community partners and resource for matters pertaining to special events before during and after the events.

Guides and educates event organizers through the City special event permit process including location security layout contacts trash disposal vendors etc. Ensures event permit receives proper city staff approval throughout all the applicable departments/entities.

Coordinates and leads bi-weekly meetings with all City departments involved with the Special Events Permitting.

Creates cost estimates and invoices for event organizers.

Utilizes National Crime Information Center or Florida Crime Information Center to perform individual background checks for an application requirement

Communicates denied permits with clarity which may include but is not limited to the following reasons: roadway closures are not granted by the City County or State; fees are due for services at a City Facility or from a City Department for current or past events; or there are exigent circumstances.

Monitor and update Special Events software programs with any changes and/or updates.

Keep Special Events Calendar updated with events happening in the future.

Follows up with special event holders to ensure policies are being followed traffic routing parking trash and recycling programs alcohol regulations and impact mitigation. Drops in on events to ensure set up meets City standards.

Administers and coordinates the scheduling of GPD staff for extra duty assignments. Both recurring and non-recurring vendor work is electronically maintained in a software application designed to capture each request with sufficient details to provide the police officer or police service technician with the date time location and expectations of the work assignment.

Communicates and continually updates the Officers in Charge of Events with pertinent information as it becomes available in order to manage expectations and the potential impact each event may have in the community.

Works diligently within GPD Public Works and other public safety agencies during the home football games for the University of Florida to ensure safety and security measures are clearly defined and executed by each officer pre-game during the game and post-game.

Travels to and participates in planning meetings for large and/or new special events or with new vendors requesting police patrol services.

Prepares and submits to the Accounting division within the Gainesville Police Department (GPD) the monthly vendor billing invoices of all overtime worked by GPD personnel.

Prepares and submits interdepartmental billing to the appropriate departments for services provided by the Gainesville Police Department. Examples of work include: Parks Recreation and Cultural Affairs requesting officers at the Hoggetowne Medieval Faire; Regional Transit System requesting security at the University of Florida football games; Gainesville Regional Utilities and/or Public Works for traffic control around road closures in order for their crews to perform repair/maintenance work.

Attends work on a continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

May notarize contracts civil requests and other court-related documents.

Identifies user needs for electronic data management systems.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

An Associate degree from an accredited college with major coursework in public relations event management business or public administration or related field or equivalent vocational/technical training and two (2) years of responsible administrative and staff support experience in processing municipal event permit applications and/or event planning;

Or

Graduation from an accredited high school or possession of an acceptable equivalency diploma and four (4) years of responsible administrative and staff support experience in processing municipal event permit applications and/or event planning.

CERTIFICATIONS OR LICENSES

Licenses

Valid Driver License required at time of appointment. Valid Florida Driver License required within thirty (30) days of appointment and at all times while employed in this classification.

State of Florida Notary Public license may be required depending on area of assignment.

Certifications

Must obtain National Crime Information Center (NCIC) and/or Florida Crime Information Center (FCIC) certification(s) within six (6) months of appointment. Must maintain NCIC and/or FCIC certifications while employed in this classification.

KNOWLEDGE SKILLS AND ABILITIES

Knowledge of principles and practices of special events management public relations and vendor contractual agreements relative to municipal special events.

Knowledge of local community and local resources.

Ability to use Microsoft software (Word Outlook Excel) and relevant software applications.

Ability to plan organize and coordinate multiple events and extra work assignments.

Ability to maintain complex database management systems and prepare reports from such computerized systems.

Ability to remain calm and productive on projects that involve tight deadlines.

Ability to work effectively with coworkers within department other city department employees representatives of other agencies and the general public.

Ability to work with diverse populations and events.

Ability to communicate effectively both orally and in writing.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

Will be required to drive a City vehicle to community meetings and to drive the route of proposed City street events.

While performing the duties of this job the employee is often required to sit for prolonged periods of time; and is occasionally exposed to high public traffic areas and outdoor weather conditions.

Requires physical ability sufficient to safely perform all essential job functions including the ability to lift and carry up to thirty (30) pounds move and arrange equipment setup and breakdown tasks at special event sites.

WORK ENVIRONMENT

May be required to work outside of regular schedule to attend a weekend or evening event.

Will be required to work with or have access to information or documents pertaining to background checks of permit/license applicants
