Job Details:

This is managerial and administrative work directing the activities of the Code Enforcement Division of the Department of Sustainable Development. This position is responsible for administrative oversight of all division services. The work requires the application of working knowledge of the department interdepartmental relations and the services provided to the public.
The Code Enforcement Manager performs work under the oversight of the Director of Sustainable Development and their work is reviewed through conferences reports observations and by the results attained.

This position is responsible for administrative oversight of all division services. The Code Enforcement Managerperforms work under the oversight of the Director of Sustainable Development and their work is reviewed through conferences reports observations and by the results attained.

ESSENTIAL JOB FUNCTIONS

Establishes and monitors division/program performance goals and objectives.

Prepares the divisions budget including program plans and other fiscal reports and monitors expenditures for conformance with City policies.

Reviews codes and ordinances for amendment/adoption. Administers and manages the code enforcement code inspection and notification processes.

Reviews statutory requirements related to Code Enforcement and monitors relevant changes to state statute for implementation.

Oversees the divisions participation in associated volunteer special project beautification rehabilitation/retrofit and Neighborhood Association and Crime Watch activities.

Administers and manages staff services to the Municipal Code Enforcement Boards/Special Magistrate (Acts as Division liaison to the City Attorneys office).

Oversee the management and administration of other programs such as the Citation Program Board and Seal Program the Dangerous Building/Demolition and Lot Mowing/Abatement Programs.

Handles difficult sometimes volatile situations regarding code violations to resolve issues with property owners tenants and complainants.

Recommends the selection transfer promotion grievance resolution discipline or discharge of assigned employees.

Conducts performance evaluations and recommends approval or disapproval of merit increases.

Attends work on a continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

Assists supervisor(s) with special projects and requests.

Arranges cross-training and developmental opportunities for division staff.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelors degree from an accredited four-year college or university in public or business administration public affairs urban or regional planning building construction engineering real estate criminal justice or related field; and

Four (4) years of professional or programmatic administrative experience in code enforcement building inspection urban planning neighborhood preservation community or neighborhood development or rehabilitation or construction management which includes two (2) years of supervisory experience; or

An equivalent combination of education training and experience that provides the required knowledge skills and abilities to understand apply and administer the principles of the enforcement of municipal code ordinances.

CERTIFICATIONS OR LICENSES

Licenses

A valid State of Florida Drivers License is required at the time of appointment and at all times while employed in this classification.

Certifications

Within three (3) years of acceptance of this position the employee must complete the FACE (Florida Association of Code Enforcement) certification Levels I II and III and during year four (4) in this position complete the FACE Level IV requirements and become a certified Code Enforcement Professional as a condition of continuing employment.

KNOWLEDGE SKILLS AND ABILITIES

Considerable knowledge of city government economic and community development and the operation of other city departments.

Thorough and considerable knowledge of city codes and ordinances state statutes and municipal code board structures organization policies and procedures as they relate to the responsibilities of this position.

Knowledge of building construction research methods and techniques and methods of report development and presentation.

Ability to meet and deal effectively and impartially with property owners neighborhood groups and the general public.

Ability to establish and maintain effective working relationships as necessitated by the work.

Ability to communicate effectively both orally and in writing.

Ability to plan organize and direct teams of staff.

Ability to express factual information clearly and concisely orally and in writing.

Ability to draft legal documents.

Ability to lead the Division with commitment to customer service and community collaboration.

Skilled in the operation of personal computers and associated software programs and applications necessary for successful job performance.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully an individual must possess certain physical abilities and be able to withstand work-related environmental conditions.

PHYSICAL REQUIREMENTS

Must be able to perform sedentary work on an uninterrupted basis.

While performing the duties of this job the employee is often required to sit for prolonged periods of time.

WORK ENVIRONMENT

May be required to work outdoors under various climatic conditions.

Requires local travel to businesses and city neighborhoods and residences within the city limits.

May be required to work and attend meetings outside regular business hours.
