JOB DESCRIPTION
TITLE: Fiscal Specialist
QUALIFICATIONS:
- A bachelors degree or higher preferably in accounting or an accounting related major; or equivalent combination of education and accounting accounts payable auditing payroll or budgeting work experience; high school diploma or equivalent required.
- At least five (5) years of work experience.
- Knowledge of the principles and practices of financial accounting and reporting procedures consistent with statute code and GAAP requirements.
- Knowledge of accepted business practices in public school districts relative to accounting and budget preparation.
- Organization and communication skills.
- Required criminal history background check and proof of U.S. citizenship or legal registered alien status.

PERFORMANCE RESPONSIBILITIES:
- Establish and promote high standards and expectations for excellent performance.
- Monitor third party providers and support assigned unit by collecting and maintaining vendor financial information consistent with the executed contract.
- Make inspections of vendor documents and records to ensure compliance to internal guidelines.
- Conduct investigations examinations and other inquiries of vendor and unit accounts records and prepare various reports.
- Interpret and enforce contracts.
- Review and approve payment to third party service providers.
- Develop a quarterly provider expenditure reporting.
- Collect maintain monitor and report district and provider financial and budgetary information.
- Direct the preparation of district regular and special budget reports and statistical tabulations inclusive of developing supporting documentation worksheets and schedules.
- Review and approve requisitions for correct account codes.
- Review Board resolutions for account code and funding compliance.
- Ensure that all fiscal reporting dates are adhered to.
- Compile statistical and financial data and reports.
- Use and encode budget data in approved budget submission formats and districts accounting
system.
- Assist in drafting third party contracts.
- Assist with any audits and investigations of the district or any of its schools divisions departments offices or facilities.
- Coordinate and oversee the district and providers preparation and completion of the Application of State School Aid (ASSA) report.
- Oversee the completion of Special Education Medicaid Initiative (SEMI) and Early and Periodic Screening Diagnosis and Treatment Services (EPSDT) processing for revenue and generation purposes.
- Assist in the preparation of data for the auditors and for Comprehensive Annual Financial Report
(CAFR).
- Maintain copies of all necessary records and forms.
- Assist in long range and strategic planning for the district.
- Participate in staff meetings administrator meetings and committee meetings.
- Assist with the development preparation and administration of the budget.
- Prepare reports for the Superintendent and the Board as requested by the Superintendent.
- Work with local state and federal agencies that provide services to the district.
- Prepare district state and federal reports as required.
- Maintain effective communications with agencies and resources outside of the district representing the district at community state and professional meetings.
- Continue to grow professionally through collaboration with colleagues and professional growth experiences. Understand and communicate current developments in accounting practices through reading and participation in appropriate workshops or meetings.
- Protect confidentiality of records and information gained as part of exercising professional duties and use discretion in sharing such information within legal confines.
- Observe strictly and exceed to avoid the appearance of conflict all requirements of the School Ethics Act and board policy on vendor relations regarding conflicts of interest in employment purchasing other decisions including solicitation and acceptance of gifts and favors. Submit in a timely fashion the required annual disclosure statement regarding employment and financial interests if applicable.
- Adhere to New Jersey school law State Board of Education rules and regulations Board of
Education policies and regulations and contractual obligations.
- Perform all other duties as required by law code or Board policy.
- Perform such other tasks and assume such other responsibilities as the Superintendent or designee may assign from time to time and not otherwise prohibited by law or regulation.
TERMS OF EMPLOYMENT:
- Twelve (12) months.
- Contract terms salary and benefits as established by the collective bargaining agreement.
- Conditions established by laws and codes of New Jersey; and policies rules and regulations established by the Passaic Board of Education.
- Non-tenurable.
