TITLE: Health OfficerTEAM/PROGRAMME: PATHWAYS ProjectLOCATION: Upper Egypt Field Office- Minya (One in Minya and one in Assiut).GRADE: 4CONTRACT LENGTH: Fixed Term contract and the position is subject to donor approval.

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Health Officer will support the implementation and monitoring of adolescent sexual and reproductive health (ASRH) interventions across primary health care facilities and communities under the PATHWAYS project. Working under the supervision of the Senior Health Officer they will contribute to the system strengthening work as well as community engagement and training activities to promote and deliver quality gender-responsive adolescent-friendly and safe SRHR services in line with national guidelines and Save the Children standards.

KEY AREAS OF ACCOUNTABILITY:

Project Implementation and Coordination

  • Support the implementation of PATHWAYS project activities related to adolescent SRHR at the community and facility levels.
  • Collaborate with health workers and PHC teams to ensure adolescent-friendly andgender-responsive SRH and SGBV case management services including referrals.
  • Conduct regular visits to assigned PHC facilities to monitor the implementation of adolescent- and gender-responsive SRHR services
  • Collaborate with PHC providers and community actors to identify service delivery gaps and follow up on action plans
  • Support capacity-strengthening efforts through training coaching and coordination.
  • Provide supportive supervision and on the job coaching to PHC staff and CHWs following capacity-building sessions
  • Participate in district-level technical meetings workshops and health coordination events as delegated.

Planning and Reporting

  • Contribute to the development of weekly monthly and quarterly work plans in coordination with the project team.
  • Contribute to joint planning and review meetings with PHC teams and district health authorities.
  • Prepare and submit timely progress reports field updates and documentation as required by the project.

Monitoring Evaluation Accountability and Learning (MEAL):

  • Collect and compile project data using standardized tools and ensure timely reporting to the Senior Health Officer and MEAL team.
  • Use quality benchmarks to assess service delivery at PHC and community levels to ensure quality gender-responsive adolescent-friendly and safe service delivery.
  • Support documentation of lessons learned success stories and case studies related to ASRH interventions.

Partnership and Capacity Building:

Assist in coordinating and co-facilitating training sessions for health workers CHWs and peer educators on adolescent-friendly services and SGBV response.

Support local partners in planning and executing community-level SRHR activities ensuring adherence to Save the Children guidelines and policies and to project SOPs

  • Build and maintain good relationships with district health officers PHC staff and community leaders to support local buy in and ownership and to ensure sustainability of SRHR interventions.

Other Duties:

Ensure compliance with Save the Childrens policies and procedures including child safeguarding gender equality and code of conduct.

Undertake any other tasks as assigned by the Senior Health Officer or Project Manager in support of the project.

QUALIFICATIONS

Bachelors degree health/medical related field.

At least 12 years of experience implementing health programs preferably in adolescent SRHR.

Experience supervising/supporting public health service delivery in rural or underserved settings.

Familiarity with adolescent-friendly SRHR approaches gender-responsive services or gender-based violence response is an asset.

Basic experience in data collection and activity reporting.

Proficient in Microsoft Word Excel and Outlook.

Commitment to upholding adolescent sexual and reproductive health and rights including gender equality and youth participation.

Commitment to Save the Childrens values and safeguarding principles.

EXPERIENCE AND SKILLS

  • Experience in participating in or supporting training and mentoring processes.
  • Experience working in rural Upper Egypt particularly Minya or Assiut governorates is an asset.
  • Demonstrated experience working directly with adolescent girls and young women.
  • Ability to think strategically to solve problems and accomplish goals.
  • Well-developed communication skills across cultures.
  • Strong interpersonal skills and ability to work as a team player and independently.
  • Good interpersonal skills and ability to work with local health authorities and communities
  • Excellent written and oral communication skills in English and Arabic
  • Ability to work under pressure and deliver results with tight deadlines.
