  • A university degree in business administration urban planning public policy public administration political science or equivalents. A graduate level degree in one of these disciplines is preferred and considered an asset
  • Professional accreditation or certification in one or more of the following: service design and delivery facilitation strategic planning business development continuous improvement business process improvement
  • A minimum of seven (7) years of progressively responsible experience in a combination of service design strategic/operational business planning policy and procedure development project management experience and mixed methodology research projects within a complex organization

Assets:

  • A Masters Degree (MBA or other) in a related field
  • Certification in Change Management or Project Management

Skills required for success:

  • Extensive knowledge of project management program development service design and policy development principles
  • Extensive knowledge of the development and stewardship of performance measures and performance evaluation
  • Advanced knowledge of mixed-methodology research design implementation data collection analysis and presentation of results and recommendations
  • Experience and skill in the use of analytics and data intelligence to support decision making processes as well as the ability to critically analyze issues to make decisions recommend viable and effective solutions and summarize and manage information
  • Significant skills and ability in project and process management including the ability to effectively gather synthesize and analyze data to make timely and relevant strategic and operational decisions to manage timely program delivery
  • Experience with employee supervision including coaching leadership performance management skills
  • Ability to interpret policy appropriately in the operational delivery of services
  • Demonstrated skill in facilitation of groups with competing interests and priorities - including strong conflict resolution and negotiation skills with experience in solving complex and sensitive issues
  • Strong verbal and written communication skills as well as interpersonal skills with an ability to represent and interact with a diverse group of internal and external stakeholders
  • Ability to critically analyze issues to make decisions recommend viable and effective solutions and summarize and manage information
  • Experience managing and working with external consultants and contracts
  • Ability to work in ambiguous situations

Conditions of Employment:

  • Hire is dependent on a Police Information Check satisfactory to the City of Edmonton and there may be a cost associated with this requirement

The Senior Business Analyst for Fleet and Facility Services (FFS) is responsible for leading the branchs business planning program development project management and financial reporting. By managing key performance indicators and ensuring high-quality service delivery this role is crucial for building and sustaining trust with internal and external partners citizens and Council.

The Senior Business Analyst will be expected to work closely with and co-lead a variety of strategic initiatives and projects with colleagues and shared services support from all City Departments in fulfillment of Council ELT and Branch priorities.

What will you do

  • Analyze and determine appropriate approaches and methodologies to business development program development and project management based on the scope and complexity of deliverables
  • Conduct full life-cycle project management (initiating planning implementation monitoring and controlling and closing) strategy development business case preparation business planning financial analysis reporting/document writing data analysis policy drafting contract recruitment and management where required
  • Prepare and manage the branchs financial plans covering both operational and capital budgets as well as executing any required budgetary adjustments
  • Lead the development analysis and reporting of enterprise-wide performance metrics. This role is responsible for translating strategic objectives into measurable KPIs and providing actionable insights to senior leadership to drive business performance operational efficiency and data-driven decision-making across the organization
  • Develop and lead service design and delivery activities evaluate existing section program and service offerings to identify shortcomings develop and recommend customer-facing and operational programs processes and solutions to support optimal interactions between the Branch and the rest of the organization
  • Ensure the objective projects are delivered in a manner that is consistent with the quality and timeline expectations of the project sponsors and align with Council ELT and Branch strategies and priorities
  • Determine and prioritize workflow accountabilities and resourcing from within the Section Branch other City departments and external vendors supporting projects
  • Lead the development of governance operating and financial models where required during program and framework development
  • Provide strategic advice and guidance to team members and senior leaders/project sponsors regarding the criticality prioritization and alignment of programs and projects to Departmental and Corporate deliverables
  • Identify opportunities & recommend solution options to optimize process improve service experience and improve data quality to facilitate evidence-driven decision making
  • Design research collect and interpret qualitative and quantitative data to inform project decisions
  • Reviews Council/Committee/ELT reports for content and completeness edits and provides direction to staff in their preparation
  • Prepare reports and responses to Council motions or inquiries
  • Responds to ad-hoc requests for information confidential advice and prepares ad hoc reports to multiple management levels
