Role: Senior IT Project Manager Dept. of State (IT Modernization Project)

The Senior IT Project Manager collaborates with vendors project managers subject matter experts and internal and external stakeholders to:

- Coordinate with project managers and vendor teams for timely deliverables.
- Oversee multiple workstreams involving vendors and stakeholders.
- Maintain a master project schedule.
- Track risks and mitigation actively.
- Ensure vendors and State complete tasks on time.
- Maintain overall system documentation.
- Document application support procedures for users.
- Monitor quality and documentation of business processes.
- Ensure comprehensive vendor documentation including:
a. Role-based permissions
b. User account procedures
c. Business stakeholder reports
- Review vendor deliverables for quality before approval.
- Maintain a RAID log.
- Manage a RACI matrix with vendors and State PM team.
- Prepare weekly status reports.
- Report and document scope changes; enforce change control.
- Communicate project delays or obstacles.
- Update management teams on vendor performance.
- Oversee program budget and finances.
- Schedule/facilitate meetings and distribute minutes.
- Supervise system configuration to specifications.
- Oversee system testing validation and UAT planning.
- Ensure defects are resolved by vendors during testing.
- Collaborate with Change Management for training and implementation.
- Focus on implementing user-friendly digital portal experiences for all users.
Qualifications
- Minimum of 5 years experience with a management or IT consulting firm or equivalent industry.
- Proven experience working on large-scale implementation projects with multiple vendors.
- Experience in digital portal and constituent-facing implementations.
- Background in team-oriented collaborative environments.
- Demonstrated leadership managing personnel.
- Proven ability to work with senior management across agencies.
- Strong written verbal and time management skills; adept at multitasking under deadlines.
- Experience with JIRA Confluence Microsoft Teams and SharePoint is preferred.
- State or Government background and Project Management certification are advantageous.
