How your work would contribute to our organization and the Twin Cities region:

The Metro Transit Manager Asset Planning and Reporting position is the overall leader for the asset planning work unit within the Asset Management department. This position will be responsible for working with cross-functional teams to develop and implement division-wide asset management planning efforts that enable lifecycle asset management and support FTA compliance.

They will work across divisions to support Council-wide asset management policies and practices. This position will manage the Program Manager Transit Asset Management and 2 planners to accomplish goals and objectives efficiently and effectively. This position supports Metropolitan Council Asset Management objectives through collaboration and facilitation with a broad spectrum of internal stakeholders.

What you would do in this job


1. Effectively manage direct report staff with overall responsibility for the day-to-day execution of Asset Managements asset planning and reporting work program.

  • In alignment with agency department and team goals and work plans manage team performance: set clear expectations and accountability develop work plans and goals manage progress remove barriers coach for desired results and clearly communicate feedback to develop and retain staff and achieve work unit goals.
  • Develop positive coaching relationships maintain ongoing communication and meet regularly with direct report staff to provide support and oversight for tasks remove barriers to progress and ensure accountability for program goals.
  • Partner with peer business units to coordinate work needs assess requirements recommend solutions and design work efforts.
  • Meet regularly with Director to report progress and barriers and define strategies to overcoming these barriers.

2. Lead the business activities of the Asset Management asset planning unit providing management and oversight to individual contributors performing the following work activities.
  • FTA Transit Asset Management compliance activities including annual NTD reporting and TAM plan updates
  • Best practice asset management planning documentation e.g. CSAMP and AMPs
  • Annual updates and improvements to 30-year capital needs projections
  • Periodic updates to bus and rail fleet management plans
  • Asset management performance monitoring and reporting

3. Provide strategic and tactical leadership and advice on asset planning within Metro Transit as part of MT Asset Management leadership team.
  • In consultation with department leadership client departments and other internal partners develop and implement strategic plans and roadmaps to support asset planning initiatives to meet agency business needs
  • Stay informed about the vendor marketplace for solutions and opportunities that may benefit Asset Managements core functions
  • Represent Asset Management in cross-functional planning initiatives including strategic planning sustainability efforts etc.

4. Procurement Vendor Management & Governance: Conduct procurements for professional services and govern process according to business needs; maintain constructive working relationships with vendors.
  • Manage vendor relationships for key agency asset management professional services contracts
  • Lead procurement and governance processes for professional services

5. Asset Management leadership: Contribute to establishing and achieving department-wide objectives.
  • Facilitate department strategic planning and goalsetting efforts
  • Participate in developing and adhering to department budgets
  • Coordinate internal tracking of progress towards department goals
  • Develop work plans for agency-wide projects including identifying opportunities to collaborate across departments.
  • Develop budget and staffing recommendations for related programs and divisions as needed.

What education and experience are required for this job (minimum qualifications)


Any of the following combinations of education and progressively responsible experience in capital planning asset planning public policy or a related fieldincluding at least three (3) years of supervisory experience:


  • High school diploma or GED and ten (10) years of experience including three (3) years in a supervisory role.
  • Associate degree and eight (8) years of experience including three (3) years in a supervisory role.
  • Bachelors degree or higher and six (6) years of experience including three (3) years in a supervisory role.


Desired Qualifications

  • Experience preferred in transit asset management programming


Knowledge Skills and Abilities:

Knowledge of:

  • Knowledge of asset management policies and best practices
  • Knowledge of principles and practices of project management process management and continuous improvement methodologies and tools.
  • Knowledge of strategic and business planning and organization
  • Knowledge of FTA Transit Asset Management requirements
  • Knowledge of performance measurement and practices related to goal and target setting


Skills in:

  • Effective written and verbal communication
  • Collaboration and facilitation
  • Intermediate skill in Microsoft Office (Word Excel PowerPoint Teams Outlook)
  • Translate ideas into actionable steps breaking down visions into strategies and deliverables.
  • Project and personnel management including budget and schedule development scoping and performance review


Ability to:

  • Lead manage prioritize and deploy direct report staff resources effectively delegating and addressing necessary issues to accomplish work unit and agency goals.
  • Effectively facilitate meetings and conversations to elicit varied perspectives and build consensus.
  • Ability to establish and maintain effective working relationships with all relevant Council stakeholders.

What your work environment will be:Mostof the work time is performed in a standard office setting. Travel to various locations in the seven county metropolitan areas will be required with occasional out-of-state travel.
