Secret Clearance Required Onsite 5 Yrs
ACES is seeking an Intellectual Property Support Expert to assist the Office of the Assistant Secretary of Defense for Product Support (DASD(PS)). Onsite work requires an active DoD Secret Clearance on a 5-year contract in the Pentagon Arlington VA. QUALIFICATIONS
- Clearance: Active DoD Secret Clearance
- Education/Experience: Masters degree required; more than 10 years of relevant experience in IP technical data and sustainment. A PhD may substitute for 2 years of experience
- Technical: Deep knowledge of IP policies licensing technical data rights DoDI 5000.91 US Code Title 10 GAO/IG recommendations and congressional processes. Familiarity with sustainment planning RSF agreements and DAU course development.
- Soft Skills: Self-starter who proactively identifies needs and adds value without being prompted. Exceptional attention to detail and follow-up skills. Ability to adapt quickly to shifting priorities and emerging requirements.

RESPONSIBILITIES
- Provide expert analysis and recommendations on Intellectual Property (IP) and Technical Data rights to reduce vendor lock and improve affordability across DoD weapon systems.
- Support and actively participate in DoD IP Working Groups Tiger Teams and Product Support forums representing DASD(PS) interests.
- Collaborate with the OSD IP Cadre to identify assess and resolve technical data and intellectual property challenges providing innovative solutions.
- Analyze and recommend alternatives to improve DoD access to sustainment technical data ensuring availability for lifecycle support.
- Evaluate policy gaps and develop proposed changes to DoD directives instructions and acquisition guidance related to IP.
- Conduct legislative and policy analysis of draft/enacted Congressional bills statutes and GAO/IG recommendations. Provide insights on impacts to DoD sustainment and develop proposed legislative language for Title 10 updates.
- Draft and deliver inputs for Statements of Administration Policy (SAPs) congressional engagements and briefings to senior DoD leadership.
- Update IP sections of DoDI 5000.91 and related Product Support Guidebooks to reflect evolving statutory and policy requirements.
- Support development of IP-related content for Defense Acquisition University (DAU) courses including engineering curricula.
- Identify best practices across the DoD enterprise for managing IP in sustainment contracts and recommend enterprise-wide adoption.
- Provide IP expertise in the negotiation and drafting of International Agreements related to sustainment ensuring U.S. equities are protected.
- Assist the Regional Sustainment Framework (RSF) team with IP identification and planning to support Combatant Command (COCOM) requirements.
- Prepare and deliver reports analyses information papers memoranda talking points and strategic communications to inform DASD(PS) leadership and the wider life-cycle logistics community.
