The Arizona Department of Corrections Rehabilitation & Reentry (ADCRR) is looking for a budget analyst with several years of experience to fill our Facilities Budget Analyst Senior position. This position plays a key strategic role in managing a $289 million budget supporting division-wide operations building renewal and capital projects. As the divisions primary budget liaison the analyst collaborates with leadership administrative staff and project managers to review financial performance resolve discrepancies ensure compliance with legislative and statutory requirements and advises on Chart of Accounts elements. The position supports the annual Budget Request by preparing financial narratives analyzing operational needs and coordinating inputs across the division. Also processes and reconciles expenditures such as risk management centralized costs building leases reimbursements and ADOA charges.

- Processes reviews and approves/rejects transactions in the Arizona Procurement Portal (APP) and/or the e-Procurement system for suppliers and State Agencies to conduct procurement business and AZ360 FIN or the State of Arizonas financial system of record
- Supervises and guides other facilities management staff
- Budget Liaison to Central Office Facilities Management Division as subject matter expert addressing financial and procurement issues
- Establishes and implements procedures best practices and work methods (Standard of Work)
- Develops queries recommendations and improves financial and program reports
- Analyzes costs for centralized Agency Support allocation divisions lump sum appropriation agencys Capital Appropriations and other funds
- Processes financial transactions for goods or services
- Reviews confirms and advises the Facilities Management Division on resources funding sources appropriation sourcing timely processing of invoices and accurate coding
- Attends required training and meetings
- Meets with Assistant Directors or designees for funding and other business-related activities
- Drives on State business
- Performs other duties appropriate to the assignment

Knowledge of:
- Generally accepted accounting principles
- Principles of financial managerial and fund accounting
- Budget preparation and enforcement
- State of Arizona procurement and accounting statutes rules regulations and methods
- Management and planning practices
- Legislative processes
- State and Federal laws rules and regulations
- Computers and various software including Microsoft Office and Google
- Principles of effective management and supervision

Skill in:
- Problem-solving and resolution techniques
- Establishing and maintaining interpersonal relationships
- Public speaking oral and written communication
- Budget preparation planning and calculating

Ability to:
- Work with consistency and impartiality

- Apply interpret and adhere to Federal and State laws departmental policies and procedures and management design and administrative structure
- Learn the Arizona Procurement Portal AZ360 FIN and automated accounting systems
- Work in a fast-paced environment

If this position requires driving or the use of a vehicle as an essential function of the job then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).

In an effort to maintain a safe environment all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
