DEFINITION

Under general supervision (Hydrologist I) to direction (Hydrologist II) performs collection and analysis of hydrologic and meteorological data in support of the Agencys mission to provide reliable water supply for irrigation groundwater management flood control and power generation; ensures minimum flow requirements to maintain water rights; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision (Hydrologist I) to direction (Hydrologist II) from the assigned supervisory or management personnel. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

Hydrologist I: This is the entry-level classification in the Hydrologist series. Initially under close supervision incumbents learn and perform routine hydrologic data collection while learning Agency policies and procedures. As experience is gained assignments become more varied complex and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Hydrologist II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Hydrologist II:This is the journey-level classification in the Hydrologist series. Positions at this level are distinguished from the Hydrologist I-level by the performance of the full range of duties as assigned working independently and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Hydrologist in that the latter performs the more complex work assigned to the series and provides technical and functional direction over lower-level staff.

Positions in the Hydrologist class series are flexibly staffed; positions at the II-level are normally filled by advancement from the I-level; progression to the II-level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the II-level.

Positions at the Hydrologist I-level may perform some of these duties and responsibilities in a learning capacity.

  • Reads a variety of gauges flow meters dataloggers and similar instruments to gather meteorological and hydrographic data including precipitation evaporation water and air temperature snowpack and air movement; rates of flow and quantity of water flow in streams and conduits; groundwater and reservoir levels; inflows and releases from various reservoirs; and water diverted or pumped from water courses for irrigation.
  • Makes streamflow and canal irrigation flow measurements in rivers creeks and canals using current meters acoustic doppler current profilers (ADCPs) and acoustic velocity meters (AVMs).
  • Calibrates streamflow gages release valves and other hydrographic and hydrologic equipment.
  • Programs dataloggers to communicate and store data from pressure sensors bubblers temperature sensors and acoustic flowmeters.
  • Enters hydrographic and hydrologic records into computer format; develops graphics and spreadsheets to display this data; transfers data from field notes to permanent office records.
  • Uses the data collected to compute means normal cumulative totals and other information using statistical and hydraulic formulae.
  • Investigates and installs or directs the installation of hydrologic and meteorological instruments telemetry equipment and shelters; determines suitable locations to install equipment and conducts special studies.
  • Prepares written reports correspondence memoranda graphic charts records and flow diagrams; provides information to other Yuba Water users the media and public and private organizations as directed; analyzes data and prepares a variety of periodic and special reports.
  • Operates valves to regulate canal and river flow; supports and assists ditch tenders as necessary.
  • Observes and complies with all Agency and mandated safety rules regulations and protocols.
  • Performs other duties as assigned.

QUALIFICATIONS

Knowledge of:

Positions at the Hydrologist I-level may exercise some of these knowledge and abilities statements in a learning capacity.

  • Hydrographic and meteorological data collection and measurement procedures.
  • Field survey techniques using an auto level or total station.
  • Principles and methods of preparing charts maps and graphs.
  • Principles of hydrology.
  • Methods of surface water ground water and snow measurements.
  • Basic programming of dataloggers and scientific equipment data processing and computer applications relevant to the work.
  • Applicable federal state and local laws codes and regulations as well as industry standards and best practices pertinent to the assigned area of responsibility.
  • Agency and mandated safety rules regulations and protocols.
  • Techniques for providing a high level of customer service by effectively dealing with the public vendors contractors and Agency staff.
  • The structure and content of the English language including the meaning and spelling of words rules of composition and grammar.
  • Modern equipment and communication tools used for business functions and program project and task coordination including computers and software programs relevant to work performed.

Ability to:

  • Collect compile organize and interpret data.

  • Effectively represent the department and the Agency in meetings with governmental agencies; community groups; various business professional and regulatory organizations; and in meetings with individuals.
  • Use tact initiative prudence and judgment within general policy procedural and legal guidelines.
  • Organize work set priorities meet critical deadlines and follow-up on assignments.
  • Effectively use computer systems software applications relevant to work performed and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely both orally and in writing using appropriate English grammar and syntax.

Hydrologist I/II:

  • Equivalent to a bachelors degree from an accredited college or university with major coursework in water/hydrology meteorology geology physical geography climatology water resources engineering soils natural resources or a closely related field.

Experience:

Hydrologist I:

  • Zero (0) to two (2) years of increasingly responsible experience in hydrology or water resources in a closely related field.

Hydrologist II:

  • Three (3) years of increasingly responsible experience collecting hydrological data equivalent to the Hydrologist I classification at the Yuba Water Agency.

Licenses and Certifications:

  • Possession of a valid California Drivers License and a satisfactory driving record to be maintained throughout employment.

PHYSICAL DEMANDS

When assigned to an office environment must possess mobility to work in a standard office setting and use standard office equipment including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone; ability to stand and walk between work areas may be required. Finger dexterity is needed to access enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend stoop kneel reach push and pull drawers open and closed to retrieve and file information.

When assigned to field inspection must possess mobility to work in changing site conditions; possess the strength stamina and mobility to perform light to medium physical work; to sit stand and walk on level uneven or slippery surfaces; to reach twist turn kneel and bend to climb and descend ladders; and to operate a motor vehicle and visit various Agency sites; vision to inspect site conditions and work in progress. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards with exposure to hazardous materials in some site locations. Employees must possess the ability to lift carry push and pull materials and objects averaginga weight of 40 pounds or heavier weights in all cases with the use of proper equipment and/or assistance from other staff.

ENVIRONMENTAL CONDITIONS

Employees work in an office environment with moderate noise levels controlled temperature conditions and no direct exposure to hazardous physical substances. Employees also work in the field and are exposed to loud noise levels cold and hot temperatures inclement weather conditions road hazards vibration confining workspace chemicals mechanical and/or electrical hazards and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

WORKING CONDITIONS

Agency employees are expected to work overtime weekends evenings and holidays as required to accommodate the Agencys needs in addition to responding as a Disaster Services Emergency Worker.

Agency Government

The Agency is governed by a seven-member board of directors made up of the five Yuba County Board of Supervisors and two members at large. The Board meets on the 1st and 3rd Tuesday morning of every month.

Water Resources and Flood Risk Reduction Department and the Position

The Water Resources and Flood Risk Reduction Department is responsible for surface water deliveries to much of the valley floor in Yuba County managing the groundwater basin as the Groundwater Sustainability Agency for the North and South Yuba River Subbasins (medium and high priority basins respectively) and supporting partnering flood protection and levee districts toward reducing the risk from flooding in Yuba County. The Department also manages the Yuba River Accord in close collaboration with the Resources Planning Department which includes a robust groundwater substitution transfer program.

The Hydrologists collects analyzes processes and maintains hydrologic and meteorological data to support Yuba Water Agency in its mission to provide reliable water supply for irrigation groundwater management flood control power generation and to maintain water rights and meet minimum flow requirements.

Ideal Candidate

The ideal candidate will have knowledge in hydrologic topographic and meteorological data collection and measurement. The candidate would have extensive field survey knowledge for a variety of environments such as lakes rivers canals penstocks groundwater precipitation and snow instrumentation. Knowledge of standard methods of collecting analyzing communicating and data visualization through charts maps and graphs is also ideal. The ideal candidate will have the ability to establish and maintain effective working relationships carrying out work in an ethical and accurate manner within an atmosphere of teamwork.

In addition to the above much of the work is performed in remote locations and exposed to the elements so the candidate should be prepared to work in prolonged heat or inclement weather within the Yuba River watershed.

Compensation and Benefits

The annual salary range for the Hydrologist is $88395.84 $119371.20. Actual salary will be based on the experience and qualifications of the successful addition the agency offers an attractive benefits package that includes:

  • Agency paid health insurance: 1-party is $991.78 2-party is $1983.56 and 3party is $2628.22 per month.
  • Dental: 100% paid coverage for employee and dependents
  • Vision: 100% paid coverage for employee and dependents
  • Vacation: Accrued at 12.6 hours per calendar month and increases with years of service
  • Sick Leave: Accrued at 10 hours per calendar month
  • Holidays: 12 official holidays per year
  • Retirement: CalPERS: For classic members 2% @ 55 formula and the agency will pay 5% of the employees 7% contribution to CalPERS. For all others subject to the provisions of AB340 with a 2%@ 62 formula
  • Retiree health through the agency upon completion of ten (10) years of service credit with the agency and retirement from CalPERS. The agencys present contribution for each annuitant including enrollment of his/her family members is a maximum of $2000 per month.
  • Deferred Compensation: Voluntary participation in Agency Plans. The agency will contribute 7.65% amount towards the plan.
