Description

The Long-Term Services and Supports (LTSS) area of the Human Services and Public Health department is seeking a Senior Planning Analyst to support efforts to increase competitive integrated employment for people with disabilities in Hennepin County through a Lead Agency Capacity Building Grant (LACBG) funded by the State of Minnesota Department of Human Services Disability Services division. The position will be involved in project management for the implementation of the strategies and actions outlined in the approved action plan. This will include evaluation of public policy related to competitive integrated employment facilitation of surveys and stakeholder engagement including analysis of information gathered. This position involves collaboration with Employment First leadership team in LTSS external partners and Department of Human Services (DHS).

Location and hours:
This position is hybrid and will be performed both on-site at various locations throughout Hennepin County and surrounding metro area and remote as job duties require. Work hours will be Monday through Friday 8 a.m. to 4:30 p.m. While this position is designated as hybrid based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

About this position type:

This is a limited duration (temporary) full-time grant-funded benefit-earning position expected to last up to two years with the possibility of extension.

In this position you will:
  • Provide project management for the LACBG collaborating with the Employment First Leadership team and other administrative and planning personnel involved in the project.
  • Implement revise and report on the action plan meeting all required deadlines.
  • Research and evaluate the community need for employment services for people with disabilities.
  • Represent LTSS with community partners in stakeholder engagement.
  • Facilitate stakeholder engagement.
  • Develop an integration strategy for lead agency capacity building to increase competitive integrated employment for people with disabilities.
  • Maintain relationships and community engagement with service areas waiver service providers the state of Minnesota counties and other community stakeholders.
  • Conduct quality improvement monitoring and support.
  • Plan implement and complete projects assigned by supervisor/administration.

Need to have:
  • One of the following:
    • Bachelors degree or higher in business administration public administration research methods statistics behavioral/social science public health computer science/MIS management science or urban/city planning andtwo years of related experiences.
    • Related education and/or experience to total six years.
  • Access to reliable transportation.
Nice to have:
  • Experience:
    • Collecting researching analyzing and presenting data.
    • Improving processes and procedures to enhance quality.
    • Developing and monitoring goals and objectives related to quality improvement in home and community-based service planning and delivery.
    • Planning and assessing the service needs for home and community-based servicesspecifically employment services.
    • With competitive integrated employment for people with disabilities.
    • With project management skills including managing goals and outcomes to completion.
    • Facilitating meetings presentations and stakeholder engagement.
  • Knowledge of:
    • Microsoft Office (Word Teams OneNote PowerPoint and Excel).
  • Ability to:
    • Conduct logical thinking gather and analyze information design and test solutions to problems and formulate plans.
    • Communicate effectively both verbally and in writing.
    • Work independently and use self-evaluation to inform actions.
    • Build and nurture collaborative relationships with a variety of customers/partners both internal and external.
    • Successfully manage multiple priorities and project objectives.
    • Apply problem solving skills and make data driven recommendations for action.
