PRIMARY FUNCTIONS

The Public Health Clinic Charge Nurse works in the Department of Health executing professional public health nursing practices while coordinating daily activities in maintaining the effectiveness and efficiency of the Health Departments clinical services.

The Health Department operates various preventative medicine clinics that include sexual health international travel school-age childrens immunizations and school physicals adult immunizations tuberculosis testing and seasonal influenza immunizations. The Public Health Clinic Charge Nurse provides direct nursing services in the clinic setting adheres to policies practices and procedures interprets and implements new and/or revised procedures and works collaboratively with other health care professionals to ensure a team effort. Occasional evening and weekend hours may be required.

Medical direction is provided by the Director of Health or designee who will periodically observe review and evaluate work performance. The Public Health Clinic Charge Nurses responsibilities may also include community-based assignments which would require work to be performed in a community setting.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Utilizes clinical knowledge base and a systematic approach to problem-solving and decision-making.
  • Applies appropriate theories from nursing as well as the physical behavioral public health and social services.
  • Implements existing and new clinic objectives as they are developed.
  • Collects and inputs client health data in an electronic health record.
  • Identifies and evaluates individual health needs and provides appropriate referrals.
  • Counsels clients on findings and implications of health assessments and screenings.
  • Directs patient care including administration of vaccines venipuncture and STD testing screening and treatment.
  • Administers prescribed medications.
  • Maintains vaccine inventory orders and monitoring.
  • Performs infectious disease testing in the clinic and community settings including but not limited to COVID-19 testing influenza testing and other testing.
  • Coordinates and maintains procedures related to daily clinic flow.
  • Maintains records and reports of clinic services and activities.
  • Provides monthly reports that include clinic metrics.
  • Updates goals on performance dashboards.
  • Maintains logs of required licenses certifications and inspections and renewals.
  • Responds to public health emergencies as required.
  • Attends committee and task force meetings as assigned.
  • Performs other related work as required.

EDUCATION QUALIFICATIONS & EXPERIENCE

Graduation from an accredited National League of Nursing (N.L.N.) program with a Bachelor of Science Degree in nursing or a diploma from a three-year hospital school of nursing or an Associates Degree in nursing; Two years full time employment in nursing within the past five years with experience in a clinic or ambulatory care setting public health pediatric or emergency room nursing or related specialty.

KNOWLEDGE EXPERIENCE SKILLS & ABILITIES

  • Knowledge and understanding of the principles practices and techniques of professional nursing.
  • Knowledge of the principles of the behavioral social and public health sciences.
  • Knowledge of current community health issues.
  • Current knowledge of medicines vaccines and storage requirements.
  • Proficiency in the use of computers including data entry electronic health records and Microsoft Office Suite.
  • Ability to use discretion maintain confidentiality and ethical conduct.
  • Ability to handle a fast-paced heavy workload environment and demonstrate excellent public service skills.
  • Ability to be self-motivated stay organized and work independently as well as part of a team.
  • Ability to demonstrate strong time management skills including ability to prioritize and multitask.
  • Ability to work cooperatively with other staff members governmental institutional and community organizations and as well as the public.
  • Ability to interact in a non-judgmental manner with culturally diverse populations and persons experiencing a wide range of social conditions.
  • Ability to communicate in a professional manner with state and community partners including ability to communicate effective both verbally and in writing.
  • Ability to read and write English required. Bilingual (English/Spanish) desirable.

NECESSARY SPECIAL REQUIREMENTS

  • Possession of a valid current Registered Nurse License issued by the State of Connecticut at the time of application and ability to maintain said license throughout course of employment.
  • Possession of current cardiopulmonary resuscitation (CPR) certification at the time of application and ability to maintain said license throughout course of employment.
  • Possession of a valid current Connecticut drivers license at the time of application and ability to maintain said license throughout course of employment.
  • Bilingual candidates (English/Spanish) desired.

SALARY BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund non-tested position.

This position is included in a collective bargaining agreement with Local 1303-467 American Federation of State County and Municipal Employees.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 9% of pay.

The City of New Haven does not sponsor employment visas. All applicants must have current authorization to work in the U.S. without employer-sponsored visa support.

Employment is contingent upon the successful completion of: (1) a pre-employment background check (2) a pre-employment physical examination including pre-employment drug screening accordance with the Citys Drug Free Workplace Policy* and (3) a 90-day probationary period.
