SUMMARY

The City of Charlottes Human Resources Department is seeking an experienced Human Resources (HR) professional to join the Employee Relations and Compliance Division and serve as an Employee Relations Consultant. This hybrid role is part of a cross-discipline team of HR subject matter experts. The ideal candidate is one who has a demonstrated breadth of experience across human resources functions with a strong background in Title VII Employment Laws Americans with Disabilities Act (ADA) Americans with Disabilities Act Amendments ACT (ADAAA).

Major Duties and Responsibilities:

  • Demonstrated knowledge and experience of employment laws.

  • Consult and facilitate employee relations matters gathers fact-based information and determines the need for escalation.

  • Experience with conducting workplace investigations on complex employment matters mitigating risk and providing conflict resolution.

  • Collaborating with different lines of business to ensure the organization understands City processes practices and policies.

  • History of conducting courageous conversations in a professional and tactful manner and upholding confidentiality of personnel matters

  • Experience with mediation termination hearings exit interviews and performance-based conversations.

  • Ability to work in a fluid environment where day to day activities may vary and have the ability to effectively manage multiple cases simultaneously.

  • Demonstrated experience with minimal supervision at times proven ability to take initiative accountability and own processes.

  • Has working knowledge and experience of the reasonable accommodation process and uses critical thinking skills to provide comprehensive consultation.

  • Use metrics to analyze data identify trends and gap areas research and stay abreast of industry best practices to help mitigate risk.

  • Build rapport and establish relationships collaborate conduct meetings with stakeholders and readily available to work in person at different worksites when needed.

  • Performs other related job duties as assigned.

Knowledge Skills & Abilities:

  • Strong familiarity with employment laws (ADA GINA Title VII FLSA Wage and Hour)

  • History of performing risk mitigation measures

  • Effective oral written and interpersonal communication; ability to conduct presentations in group and one-on-one settings.

  • Intermediate level of competency in Microsoft Office software applications

  • Ability to demonstrate technical competencies with case management software systems.

  • Proficiency with prioritization organization and coordination abilities to work on multiple projects in a fast-paced environment with tight deadlines.

  • Ability to adapt and manage multiple priorities in a dynamic environment.

  • Proven competence with critical thinking skills and the ability to influence without direct authority.

  • Ability to analyze data demonstrate tactical skills for immediate needs and strategically for future needs.

  • Ability to report into the office/worksite as requested by the department.

Minimum Qualifications:

2 Year Associates Degree with 5 Years Experience

Physical/Mental Requirements:

  • Stationary positioning up to 50%

  • Frequently move outside the office setting to another work location

  • Occasionally move about inside an office setting to access files office machinery attend in person meetings etc

  • Ability to operate work equipment such as laptops desktops phones etc

  • Ability to learn new task remember processes maintain focus complete task independently.

  • Ability to concentrate in a quiet and noisy environment.

  • Ability to make timely decision in complex situations while following established protocols.

  • Ability to work effectively and efficiently in stressful environments reason logically and make sound decisions

  • Ability to interactive with people in small and large settings under adverse circumstances

  • The task is required for the employees currently performing the job.

  • The nature and purpose of the job would significantly change if the task was not required.

  • The task is the sole requirement or the main purpose of the job.

  • There are no other employees available to perform the task.

  • It would be difficult to shift this task due to the small number of other employees available to perform the task.

  • It is necessary that every employee in this job be capable of performing this task for safety/health reasons.

CONDITIONS OF EMPLOYMENT

The Citys Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes but is not limited to: reference checks social security verification education verification criminal conviction record check and if applicable a credit history check sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidates written authorization before obtaining a criminal background report motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process candidates may be asked to take a skills test and/or participate in other assessments.
