Job Summary:

The Arizona Department of Administration (ADOA) State Procurement Office (SPO) is seeking a Compliance Manager to support the SPO team and serve the state of Arizona. This role is a key position that will help ensure the integrity and effectiveness of the states procurement process.

This position requires a high level of ownership and a strong understanding of the Arizona Procurement Code. The Compliance Manager will have both strategic and tactical responsibilities including managing the statewide procurement compliance program promoting continuous improvement and ensuring consistency in statewide procurement procedures.

Youll also be responsible for developing procurement rules training materials and standards and youll support the creation of statewide Technical Bulletins and Standard Procedures. A critical part of this role involves data analytics and reporting along with a focus on communication and outreach to all agencies with delegated procurement authority.

Job Duties:
  • Responsible for various aspects of the statewide procurement compliance program. Responsibilities include support of on-site compliance performance assessments monitoring of agency self-assessment results and assist with collaboration efforts with stakeholders to develop corrective actions and continuous improvement plans for both internal (State Procurement Office) and external (Agencies with Delegated Authority) compliance.
  • Leverage available tools and knowledge to understand contracting patterns (on-contract vs. off-contract) and compliance impacts to develop and produce business analytics performance measures and related reporting.
  • Update and maintain a procurement document library; including Technical Bulletins and Standard Proceduresthat govern statewide procurement policy and procedures. Schedule and record minutes and actions of the State Procurement Office compliance review function and take actionable steps from its recommendations.
  • Assist other members of the compliance program team by establishing regulatory reporting cadence and reporting format ensure effective filing and retention of all compliance records in accordance with the State Record Retention Policies and Procedures.
Knowledge Skills & Abilities (KSAs):

Knowledge of:

  • Public administration government and executive management.
  • Government procurement management procurement and purchasing techniques and source selection methodologies strategic sourcing concepts and practices contract formation and administration applicable state and federal laws and applicable business law (e.g. Uniform Commercial Code).

  • Procurement compliance standards and practices.
  • Methods of conducting research.
  • Personal computers and various software applications.
  • General accounting practices as they relate to contracts and vendors.

  • Determine potential conflicts and risks to determine appropriate mitigation.
Selective Preference(s):
  • We have a selective preference for candidates with UPPCC certifications such as a Certified Professional Public Buyer (CPPB) or professional licensing such as a paralegal certification.
  • Candidates with a minimum of five years of public procurement experience at a senior level or higher are preferred.
Pre-Employment Requirements:
  • Valid Arizona Drivers License
