JOB CONTEXT:

  • HI was present in Ukraine from 2015 to 2017 mainly working on rehabilitation and Explosive Ordnance Risk Education (EORE) projects.
  • In February 2022 when a large-scale military conflict resurged between Ukraine and Russia HI deployed its emergency response team throughout Ukraine as well as in Moldova where many displaced people fled to safety. Following humanitarian needs security and administrative assessments from March to June 2022 operational offices were opened in various Ukraine oblasts (namely Chernivetska Lvivska Vinnytska and Dnipropetrovska). A multi-sectoral emergency response was provided to address the immediate needs of the vulnerable conflict-affected population. As of June 2025 HI has active bases in the Oblasts of Dnipro Kharkiv and Mykolaiv and a coordination office in Kyiv.
  • Current HIs sectors of activity: Armed Violence Reduction Comprehensive Health Protection services Inclusive humanitarian action
  • The annual budget is likely 8 M EUR. The total number of staff is around 150 mainly composed of Ukrainian staffs.

YOUR MISSION:
Under the responsibility of the Technical Head of Program the Armed Violence Reduction (AVR) Specialist contributes to the implementation of HIs mandate in Ukraine. She/he ensures compliance with national and international standards and optimal quality and impact of AVR projects implemented in Ukraine as well as multi-sectoral projects involving AVR.

These include explosive ordnance risk education (EORE) and conflict preparedness and protection (CPP) activities victim assistance (VA) specific efforts and linkages with land release via a comprehensive approach. She/he contributes to the sound management and successful functioning of the overall organization through paradigm shifts.


1/ Management of AVR technical officers

  • Exemplary Manager: embodies HIs values and is a role model.

Ensures compliance with the code of conduct of institutional policies the state of mind and the expected individual and collective behavior.

2/ Provide Technical Expertise

  • Provide sectorial technical input on AVR to the HI Ukraine Operational Strategy in line with the global Technical Strategy and ensure relevant follow up.
  • Lead the development and oversee implementation of the AVR technical strategy for HI Ukraine
  • Ensure technical support to HIs AVR projects in Ukraine:
    • Oversee the development and update of SOPs on EORE/CPP and VA; contribute to land release SOPs
    • Provide adequate technical guidance and support to Project Managers when relevant (adapt standards to PMs tools contribute to proposal writing and reporting) in line with strategies standards and mandatory transversal approaches
    • Ensure adequate support for multi-sector responses within projects in line with the other specialists
    • Ensure a local sectorial watch of AVR best practices
    • Contribute to recruitment and briefing when relevant
  • Ensure continuous technical learning and improvement.
  • Control and monitor the technical quality and relevance of HIs AVR activities in Ukraine
    • Ensure regular technical quality control of projects and programs and issue warnings and recommendations
    • Monitor the implementation of audit recommendations related to AVR technical components if applicable
    • Ensure adequate support to partners managing AVR activities
  • Ensure compliance with humanitarian and technical standards in all projects Including International and National Mine Action Standards and to the nexus stakes
  • Support the Technical Head of Program senior management and other relevant departments in obtaining HMA accreditation / certification by providing technical inputs
  • Contribute to the development (suggest and steer) of AVR research and innovation projects in Ukraine when relevant
  • Take part in global AVR communities of practice animate a local AVR talent pool and ensure co-development and monitoring of professional development plans

3/ Influence & Representation

  • Contribute to the local external prestige and influence of HIs expertise in AVR including HMA
  • Represent HI in relevant coordination / stakeholder fora including the MA AoR and relevant technical working groups
  • Maintain strong bilateral relations with other international and national organizations implementing AVR activities Contribute to advocacy on specific themes including EWIPA and victim assistance

4/ Business Development: Identify new opportunities and help develop major projects to expand HIs impact in Ukraine.

5/ Emergency Preparedness & Response : Contribute to emergency preparedness activities -Adapt and respond effectively to emergencies ensuring HIs humanitarian efforts are timely and effective.

Requirements

YOUR PROFILE:

  • You have a solid understanding of IMAS and good practices related to at least two of the AVR pillars (EORE/CPP VA SE NTS or TS/Clearance and conflict transformation)
  • You know the relevant international frameworks for AVR
  • You hold a University Degree EOD Certification is a plus
  • You have at least 5 years of experience in technical support and strategic guidance across multiple AVR areas (EORE/CPP VA land release conflict transformation advocacy).
  • Previous experience in capacity building mentoring and designing integrated mine action projects.
  • Ability to multi-task prioritize and work under high pressure;
  • Committed to community-driven participatory approaches.

  • Salary from 2757 gross/month upon experience;

  • R&R: Level 3 (5 days every 8 weeks)

  • Housing: Collective taken in charge by HI;
