The mission of the NC Title V Maternal and Child Health Block Grant Program is to support and promote the health and well-being of NC individuals including mothers infants children youth and their families to reduce inequities and improve outcomes

The primary purpose of the SSDI Project Coordinator position is to serves as the project coordinator for the State Systems Development Initiative (SSDI) a grant funded by the Maternal and Child Health Bureau. The primary goal of that grant is to increase the capacity of staff of the Women Infant and Community Wellness (WICW) and Whole Child Health (WCH) Sections to utilize understand and analyze data to assess plan and evaluate maternal and child health services provided by the Title V Office the WICWS and the WCHS. This position is responsible for developing all grant related documents such as application annual report and responses for information to the funding agency.

The SSDI Project Coordinator is responsible for coordinating the completion of the Maternal and Child Health (MCH) Block Grant narrative by working with the Title V Director Children and Youth with Special Healthcare Needs (CYSHCN) Director Title V Initiatives and Operations Manager and other staff members of the Division of Public Health (DPH) and the Division of Child and Family Wellbeing (DCFW). They provide rationale for the MCH Block Grant national and state performance measure objectives and assist with the development of the evidence-based or -informed strategy measures (ESMs) and the State Action Plan. The position will work with data coordinators epidemiologists and evaluators within DPH and DCFW to compile the necessary data for the Block addition to uploading all the narrative to the Title V Information System they gather all the information for and completes all the forms for the Block Grant application and provide necessary field notes working with the Title V Initiatives and Operations Manager to complete the budget forms.

In addition the SSDI Project Coordinator position is responsible for coordinating statewide MCH needs assessment activities in order to comply with federal requirements for a Title V five-year needs assessment plan. Other responsibilities include:
  • Participation in data committees relative to Pregnancy Assessment System (PAS) Perinatal Health Equity Collective Maternal Health Innovation and Improving Community Outcomes for Maternal and Child Health (ICO4MCH)
  • Coordination of periodic trainings or in-services on data utilization and analysis


Description of Work:
Grants Management: 55%
  • Coordinate submission of Title V MCH Block Grant through the Title V Information System. Complete all required application forms and attachments. Respond to questions and requirements from the funding agency relating to the completed application.
  • Coordinate development of the Title V Needs Assessment. Collaborate with Section staff across two divisions and community and state partners to develop State Action Plan write health status and capacity assessment narratives and develop priority needs national and state performance measures and evidence-based or -informed strategy measures. Submit the needs assessment document according to federal requirements.
  • Develop grant application for the State Systems Development Initiative including goals and objectives project narrative personnel allocation and time management charts and annual project budgets. Submit progress reports to federal grant department and Division of Public Health as required.
Project Coordination: 15%
  • Provide leadership and direction to data committees to enhance coordinated data collection standards and utilization for program evaluation and improvement. Examples of these committees include but are not limited to: Pregnancy Assessment Survey Perinatal Health Equity Collective Data & Evaluation Work Group Maternal Health Initiative and Improving Community Outcomes for Maternal and Child Health.
  • Develop or coordinate periodic trainings or in-services on data utilization and analysis for the Section or individual branches.
Planning and Evaluation: 20%
  • Conduct and/or monitor WICWS and WCHS surveillance activities and disseminate data findings and trends as appropriate to inform prioritization of health care needs.
  • Collaborate with leadership and program staff in WICWS and WCHS to evaluate existing activities and enhance storytelling efforts to communicate and define success to internal and external stakeholders.
Systems Development: 10%
  • Provide leadership in coordination of the Sections efforts to facilitate collaborative effective responses to identified data system and data integration needs. This requires working with and through a variety of agencies in the public and private sectors.

The Women Infant and Community Wellness Section develops and promotes programs and services that protect the health and well-being of infants and of women during their child-bearing years. The goal is to improve the overall health of women reduce infant sickness and death and strengthen families and communities.

Minimum Education and Experience Requirements

Qualified applicants must possess and application must clearly reflect work experience that demonstrates the following:


Planner:
Masters degree in public or human service administration or a human services programmatic field from an appropriately accredited institution and two years of human service experience one of which must have been in human service program planning;
OR
Bachelors degree from an appropriately accredited institution and four years of progressive administrative or consultative experience in human service program one of which must have been in human service program planning;
OR
An equivalent combination of education and experience.

Evaluator:
Masters degree in the field of psychology sociology or social work from an appropriately accredited institution and two years of experience in research and evaluation using statistical methodologies in human service programs;
OR
Bachelors degree in one of the above fields of study from an appropriately accredited institution and four years of experience in research evaluation and statistical application in the human service field;
OR
An equivalent combination of education and experience.
