Job Description

SDD/PARIS21 is looking for a Data Ecosystem Policy Analyst Development Data to lead and shape policy work in the area of development data. The selected candidate will coordinate initiatives that support the use of high-quality inclusive and innovative data for development working with national and international stakeholders to promote stronger data ecosystems.

Leadership and Team Management

  • Lead and manage the Data Ecosystem Team: set goals supervise implementation monitor progress and conduct performance reviews.
  • Serve as a member of the PARIS21 Team Leads Group contributing to strategic direction programme development resource management and external engagement.

Policy and Technical Work

  • Design and lead programmes that support the development and use of data ecosystems in low- and middle-income countries.
  • Provide policy guidance on topics such as data governance statistical capacity data partnerships and innovation in data.
  • Ensure that transversal themes (e.g. gender equality climate change digitalisation) are adequately reflected in project design and implementation.
  • Support the integration of development data in national strategies (e.g. NSDSs) SDG monitoring frameworks and national planning tools.
  • Translate data into actionable policy or make it contribute to policy reforms.
  • Create and develop models and frameworks to palliate gaps (e.g. in data ecosystems governance or innovation).

Outreach and Advocacy

  • Represent PARIS21 in international fora (e.g. UN Statistical Commission World Data Forum).
  • Contribute to fundraising efforts donor relations and the expansion of partnerships.
  • Promote data for development through leadership events and communication outputs.

Analytical Work

  • Draft and oversee high-quality reports policy briefs presentations and talking points.
  • Contribute to evidence-based analysis and knowledge sharing on effective use of data in development contexts.
  • Coordinate with consultants and partners in producing knowledge products and delivering technical assistance.

Qualifications :

Academic Background

  • Advanced university degree in statistics development economics public policy data science or related disciplines.

Professional Background

  • At least five years of relevant experience working on development policy and data systems in low- and middle-income countries.
  • Strong understanding of data for development including statistical systems data use and institutional capacity building.
  • Field experience in developing countries and/or experience with donor-supported data initiatives is highly desirable.
  • Proven leadership and project management skills including experience managing teams in multicultural settings.
  • Strong stakeholder engagement skills including coordination with governments civil society donors and multilateral institutions.
  • Experience with gender data climate data artificial intelligence or digital innovations in data systems is a significant asset.

Tools

  • Proficiency in MS Office and familiarity with statistical tools (e.g. Stata R EViews).
  • Strong writing and presentation skills for policy audiences.

Communication and Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of or a willingness to learn the other.
