Summary

This recruitment is to fill a Term-Limited Temporary position that is anticipated to end in October 2027. If filled by a King County employee in a regular position the TLT will be a Special Duty Assignment.

Join our team!The Procurement & Payables Section is looking for a forward-thinking detail-oriented Contract Specialist I to join the Construction team. We are looking for someone who can work both independently and collaboratively is creative adaptive has a sense of humor and enjoys finding solutions to procurement and business challenges. This position provides expertise in the procurement of public works and construction contracts for various King County agencies. This position is responsible for managing and mitigating the risks inherent in contracting to protect the County from litigation criticism or unanticipated costs due to unclear ambiguous and non-compliant contract documents. This is an entry-level professional classification.

Scope of Job Duties

  • Research prepare and advertise ITB solicitations and compile contract documents for public works and construction contractsusing established procurement methods policies and procedures.
  • Be accountable for following standard work completing work assignments and maintaining procurement schedules.
  • Provide excellent customer service by responding to suppliers agencies and team members in a timely manner.
  • Participate in special projects.
  • Facilitate pre-bid conferences with contractors.
  • Facilitate the bid evaluation process to ensure laws and policies are followed.
  • Provide directions and training for other King County staff related to the procurement requirements and regulations.
  • Provide strategic advice innovative solutions technical expertise and direction to ensure compliance with applicable policies rules and regulations.
  • Improve operations decrease cycle time meet deadlines streamline work processes and provide quality customer service.
  • Support procurements position with knowledge of best practices policies ordinances King County code laws and contract terms and conditions.
  • Represent Procurement & Payables at various training and outreach events.

Minimum Qualifications:
    • Knowledge of principles practices and terminology typically used to administer or procure public works and construction contracts
    • Strong communication interpersonal writing and customer service skills
    • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work
    • Ability to manage your time and adapt to changing priorities work on multiple priorities and projects simultaneously meet quick deadlines and produce timely and quality work products
    • Ability to work with people from diverse backgrounds

  • Experience managing the procurement process from planning through contract execution
  • Experience with LEAN processes and principles
  • Experience with SharePoint MS Teams and other collaborative online tools

Position Information:

  • Work Site Details:The work associated with this position will primarily be office requirements are set to 2 days per week. These are assigned days of the week. This may change as required by King County business needs and for meetings/events.
  • Location Requirement:Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • Work Schedule:This position is non-exempt from the provisions of the Fair Labor Standards Act and therefore is overtime eligible. Employees are paid on a bi-weekly schedule every other Thursday comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
  • Union Representation:This position is Teamsters 117 represented.

Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work remain available and responsive during scheduled work hours and follow FBODs hybrid/remote Guidelines including on-camera participation during virtual video meetings. King County has a robust collection of tools and resources to support working remotely.
