Performs mid-level work. Work involves performing highly skilled work in the inspection and enforcement of mechanical electrical plumbing building zoning sign codes and ordinances. Provides respectful courteous and customer-friendly inspection services to residents property owners the building community and ensures the general safety of the public. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Essential Duties & Required Qualifications

  • Conducts on-site inspections to ensure that existing and new residential construction complies with International Building and adopted City codes and ordinances to include building mechanical electrical and plumbing codes and applicable zoning regulations.
  • Performs Certificate of Occupancy inspections on residential property.
  • Investigates complaints. Assists Code Enforcement Officers and other departments with complaints. Observes conditions and issues notices for corrections to persons responsible for compliance.
  • Assists on special projects at the request of the Chief Building Inspector and Building Official.
  • Provides proactive interpretation and enforcement of City codes and recommends corrective actions during construction processes.
  • Shares and prioritizes responsibilities; works as a team with co-workers to complete daily scheduled tasks in a timely manner.
  • Communicates with contractors; reviews building construction plans and building construction codes and ordinances for compliance.
  • Maintains computer records and reports concerning inspections licenses permits certificates etc.
  • Consults with engineers architects builders and contractors to discuss plans and compliance with various codes.
  • Answers questions in person email and on telephone regarding building codes and city ordinance compliance and citizens complaints.
  • Keeps supervisor informed of relevant information.
  • Provides customer service to other departments and the public.
  • Performs on-site license checks of plumbers electricians and others that are required to be licensed under city ordinance or State Plumbing License Law.
  • May perform other duties as assigned.

Required Education and Experience:
  • High School Diploma or its equivalent.
  • Minimum of one year of inspection work experience in building inspection or the construction field.
Required Certificate and Licenses
  • Must obtain a state plumber inspector license within one year from hire date.
  • Must obtain an International Code Council (ICC) Building Certification within one year from the date of hire.
  • A valid Texas Drivers License Class C with an acceptable driving record or equivalent from another US state. (Approximately 50% driving time in a company vehicle.)
Preferred Qualifications:
  • Two years or more of inspection work experience in building inspection or the construction field.
  • State of Texas plumber inspector license.
  • Certified in International Code Council (ICC) as a building plumbing or combination inspector.
  • Municipality work experience.

Knowledge Skills & Abilities

  • Knowledge of technical and administrative aspects of building inspections building codes and city ordinances.
  • Knowledge of technical and administrative aspects of construction plumbing electrical systems framing foundation and heating and air conditioning systems.
  • Knowledge of contractor licenses; and regulations and guidelines prepared by the state relative to the citys building inspection requirements.
  • Knowledge of building mechanical electrical and plumbing codes.
  • Knowledge of safety practices procedures and regulations applicable to work being performed.
  • Skill and ability to communicate ordinances building codes and other related codes.
  • Ability to read detailed construction plans.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to follow detailed verbal and written instructions.
  • Ability to communicate with other employees and the general public in a courteous and diplomatic manner.
  • Proficient in using a computer including Microsoft applications (including Word Excel) and on-line permitting software.
  • Must be able to maintain a State of Texas Plumbing Inspectors License.
  • Must be able to wear city provided uniform and city issued personal protective equipment.

Physical Demands & Additional Information

While performing the duties of this job the employee is regularly required to stand walk and sit. May be required to lift up to 10 pounds climb ladders bend stoop and crawl during inspections which may occur in various weather vision abilities required by this job include close vision distance vision color vision peripheral vision depth perception and ability to adjust physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Working Environment:
While performing the duties of this job the employee is regularly exposed to wet and/or humid conditions; moving mechanical parts; high precarious places; fumes or airborne particles; toxic or caustic chemicals; extreme cold; extreme heat; risk of electrical shock; explosives; risk of radiation and vibration. The noise level in the work environment is usually loud (moderate loud very loud).
