Position Summary
To review the current GNP strategy 2023- 2026 in the context of current and anticipated global shifts and develop GNP strategy that guides GNP mission to provide global leadership and advocate for improvements to the quality of life for all people living with HIV.

Contract Details:
We are offering a12-week remote contract position starting inSeptember 2025. The role provides flexibility to work from anywhere while contributing to an impactful project.
Terms & Budget:
Thebudget and fees will be negotiated with the successful candidate and will include adaily rate travel expenses and consultation costs.
Background:
- Global health is undergoing unprecedented changeand with this a persistent cloud of geopolitical uncertainty democratic regression and fiscal realignment reshape the development landscape. The role people living with HIV (PLHIV) Communities and CSOs is undergoing renewed scrutiny and heightened urgency.
- The development of the next Global AIDS Strategy 2026-2031 and the 2026 UN High-Level Meeting on HIV and AIDS present vital opportunities for GNP to review and adapt strategic direction towards sustainability of the HIV response.
- Global Institutional transitions of essential partner organizations to the GNP and to PLHIV networks at the global and country levels:Restructuring of UNAIDS WHO reforms and evolving roles of GFATM PEPFAR and other entities means that the GNP must review its strategic engagements and partnerships.
- Community systems have collapsed: Community-led HIV prevention and support structurestask-shifting cadres peer networks and stigma reduction programscollapsed in many countries. Donor-funded staff attrition included community volunteers supporting services for HIV testing follow up of those newly diagnosed or ART defaulters pregnant women to ensure uptake of prevention of mother-to-child-transmission prevention programmes for adolescents and young persons. The attrition of outreach workers and peer educators has compromised critical services such as peer support for differentiated service delivery adherence support and youth-focused interventions.
- Country leadership and action to sustain HIV treatment and prevention response are increasingly funded and managed by national Governments:Historically community-level HIV services especially those led by PLHIV networksoperatedin parallel to government health and social systems often funded vertically by external donors. Over time this created tension between community actors and state institutions. Further HIV delivery systems have shifted significantly as treatment services are being prioritized for integration in country health systems where they compete with other epidemics and chronic care diseases in funding and quality of care. Thus GNP needs to re-strategize to support networks in this new context.
- These shifts and changes necessitate a comprehensive revision of GNPs strategy to ensure relevance sustainability and impact.
- Objective: To review the currentGNP strategy 2023- 2026in the context of current andanticipatedglobal shifts and develop GNP strategy that guides GNP mission toprovide global leadership and advocate for improvements to the quality of life for all people living with HIV
Analyze the External Environment:
- Map recent global health governance changes (UNAIDS WHO donor policies) and their impact on PLHIV networks.
- Assess implications of funding shifts (e.g. US policy changes Global Fund cycles) on community-led responses.
- Evaluate emerging health threats (e.g. pandemics climate change) and opportunities (e.g.new technologies decolonization agendas).
Review GNPs Current Position:
- Evaluate the existing strategys strengths gaps and relevance in the current context.
- Conduct stakeholder analysis (donors partners regional/national PLHIV networks UN agencies).
- Assess operational capacities governance and financial sustainability.
Facilitate Inclusive Consultations:
- Engage GNP governance staff and key constituencies (e.g. regional PLHIV networks youth women key populations).
- Consult external partners (UNAIDS WHO GFATM donors civil society allies).
Risk Mitigation and Alignment:
- Identifypolitical financial and operational risks and mitigation strategies.
- Ensure alignment with global frameworks (SDGs Political Declaration on HIV/AIDS).
Develop Strategic Framework:
- Define revised vision mission and core valuescanteredon PLHIV leadership.
- Propose a theory of change for the GNP
- Propose 3-5 strategic direction outcome-focusedobjectives KPIs and theory of change.
- Propose structures for network resilience (e.g. digital advocacy crisis response protocols)

Your profile
- Advanced degree in public health international development or related field.
- Demonstrated organizational leadership at executive levelmanagementand administration experience
- Experience and understanding of national government functioning including national HIV programs
- Experiencefacilitatingstrategy development and implementation
- Strong understanding of the global and country HIV epidemicresponseand landscape
