Description
The City of Richmond Department of Public Utilities is seeking a qualified Program and Operations Supervisor - SCADA tosupervise and manage the Citys SCADA (Supervisory Control and Data Acquisition) program supporting critical infrastructure such as water and wastewater systems. Responsibilities include providing technical oversight for SCADA programming network integration and radio/telemetry communications to ensure system integrity reliability and security. The incumbent oversees SCADA-related projects PLC/HMI development system upgrades and field communications infrastructure. Additionally the incumbent will supervise technical staff manage budgets set program goals and ensure compliance with internal standards and cybersecurity best practices. The role involves coordinating with internal departments IT vendors and regulatory agencies while also maintaining accurate system documentation and participating in special projects and emergency response planning.
Duties include but are not limited to
- Leads the design development implementation integration operation support and maintenance activities for the SCADA (Supervisor Control and Data Acquisition) system that includes data analysis display development database configuration point-to-point verification and documentation.
- Evaluates support service and development requests for the SCADA systems and subsystems by recommending field device replacements and supporting the accuracy and integrity of safety and other devices.
- Completes various tasks and other office and shop duties such as reviewing and submitting completed documents for performance reports and material/service requests attending meetings tracking parts maintaining reference documents and other supervisory related duties.
- Responsible for delivering data from SCADA that is both timely and accurate to various internal and external stakeholders by designing and deploying various graphical screen and reports to offer a visual and tabular record of the Gas System critical activities in real time.
- Coordinates routine and emergency field work new equipment installations system upgrades and bench repairs.
- Develops drawings and schematics to support system servicing and future deployments by using various software programs to maintain an electronic record of various systems and sub-systems.
Qualifications Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Bachelors degree in business or public administration or field related to assignment
- Five years of journey-level professional experience in area related to assignment
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED TRAINING AND EXPERIENCE
- Five (5) years process control experience in SCADA technology
- Two (2) years water and wastewater SCADA experience
LICENSING CERTIFICATIONS and/or OTHER SPECIAL REQUIREMENTS:
- A valid Drivers License with a satisfactory driving record and a valid Commonwealth of Virginia Drivers License within 30 days of hire.
KNOWLEDGE SKILLS AND ABILITIES:
TYPICAL KNOWLEDGE SKILLS AND ABILITIES: These are a representative sample; position assignments may vary.

- BSAP Modbus Serial Ethernet IP and other Communication Protocols
